9.12.14 Permits Required <br />Subdivision 1. All permanent signs shall obtain a permit prior to installation. <br />This permit is reviewed by the Zoning Administrator and the Building Official, or their assigns, <br />for conformance with the regulations described herein. <br />9.12.15 Permit Fees. The permit fee for permanent and temporary signs shall be as <br />provided by City Council resolution. <br />9.12.16 Exemptions <br />Subdivision Y. The exemptions permitted by this Section shall -apply only to the <br />requirement of a permit and fee and shall not be construed as relieving the installer of the sign, or <br />the owner of the property upon which the sign is located, from conforming with the other <br />provisions of this Ordinance. <br />a. Temporary signs. <br />b. A window sign not exceeding thirty percent (30%) of the window area. <br />c. Holiday decorations temporarily displayed on traditionally accepted civic, <br />patriotic, or religious holidays. <br />d. On premise address or nameplate identification signs having a sign area of <br />four (4) square feet or less. <br />e. Memorial plaques or .tablets, grave markers, statutory, or other <br />remembrances of persons or events that are non-commercial in nature. <br />f. Interior signs which are fully located within the interior of any building or <br />stadium, or within an enclosed lobby or court of.any building, or in the <br />lobby or entrance of any theater which are intended solely for information <br />relating to the interior operation of the building in which they are located. <br />g. Pennants. <br />h. Non-commercial speech signs, as exempted in 1vlinnesota State Statute. <br />9.12.17 Permit Application <br />Subdivision 1. Application for permits shall be made upon forms provided by the <br />Zoning Administrator and shall state or have attached thereto the following information: <br />a. .The names, addresses, and telephone numbers of the applicant, the owner of <br />the parcel on which the sign is to be erected or affixed, the owner of the <br />sign, and the person to be erecting or affixing the sign. <br />-204- <br />
