Review Financing Options to Lower Cost: The City will need to evaluate <br />options for possibly purchasing a portion of the property, paying for <br />infrastructure, capital costs and park improvements. In the context of the <br />development of the property, Ehlers can offer options that lower long-term <br />costs and reduces risk to the City for review and consideration by the staff and <br />City Council. <br /> <br />We work in teams to provide you with a broad array of skills and assistance. Stacie <br />K vilvang and Mark Ruff would be the primary contacts for the City and have worked on <br />several large scale development and redevelopment projects in the State including the <br />financing for the Northstar rail line, the new Medtronic Coroporate Campus in Mounds <br />View, major redevelopments in the City ofSt. Louis Park such as Excelsior and Grand <br />and the new West End development on 394 and Highway 100 and several others <br />(References are contained in the attached documents). <br /> <br />Ehlers can provide services on a liniited or expansive role in the project. We consider <br />ourselves extensions ofthe City staff and try to complement the strengths ofthe City and <br />provide services only where needed. For development projects, we charge by the hour. <br />We would propose to be paid $195 per hour for 2008 rates. We do not charge for clerical <br />staff and would offer detailed bills on a monthly basis. Our philosophy is that the <br />developers of the project should pay for our costs, legal costs and all other city <br />development related costs through an escrow with the City, upon selection. In addition, it <br />should be noted that we work only for governmental entities to avoid any conflict of <br />interest. <br /> <br />Please contact us with any questions or comments.
