<br />COMMITTEE BUSINESS <br /> <br />Case #1: <br /> <br />Update on Highlands at River Park Pond <br /> <br />Assistant City Engineer Himmer stated that the Public Works Committee has discussed this issue <br />many times, the last time was in February of 2008. He stated that the City recently received a <br />letter from Arcon, stating that they have no funds beyond what the City has retained, to do any <br />improvements to the pond. He stated that in their letter, .they requested that the .City use the <br />$30,000 remaining in escrow to resolve the problems. He stated that there have been some <br />discussions about introducing a product called Seepage Control, however the amount of <br />chemical sealer for this size project would be about $30,575. <br /> <br />Councilmember Dehen arrived at the meeting. <br /> <br />Assistant City Engineer Himmer stated that there are a few options to consider. He stated that <br />staff could purchase and introduce this product into the pond and hope it works. He stated that <br />staff could also do some spot repairs to the liner in addition to the chemical introduction. He <br />stated that another option would be to sit back and allow the homeowners to work with the <br />developer to resolve the issue and retain the $30,000. He stated that he thinks the biggest <br />question would be the potential liability of the City taking over the proj ector if the cost is above <br />and beyond the $30,000 from the developer. <br /> <br />Chair Elvig stated that this is a conundrum and that if the City did get involved, it would make <br />sense to him that there be some repair work done in the areas they suspect there is a problem. He <br />asked if the tears in the liner were at higher elevations and -were taken care of, if less of the <br />chemical would then need to be used. <br /> <br />Assistant City Engineer Himmer stated that the amount of chemical needed was based on the <br />amount of water leaving, which is about 2 inches per day. He stated that the water level doesn't <br />seem to normalize as it drops and seems to be continuous, so he doesn't think that less chemical <br />could be used, even if there were repairs made above the current water level line. <br /> <br />Councilmember Dehen asked how bentonite is installed. <br /> <br />Assistant City Engineer Himmer stated that this product is not bentonite. <br /> <br />Councilmember Dehen stated that he understood that, but was wondering if the bentonite put in <br />the pond earlier in the process was installed using a backhoe and other machinery. <br /> <br />Public Works Director Olson stated thatthe area is graded with a bulldozer, and then the product <br />is put down and then covered back up again. <br /> <br />Assistant City Engineer Himmer stated that the product is rolled out and comes in about 20 foot <br />rolls. <br /> <br />Public Works Committee / June 17, 2008 <br />Page 2 of 11 <br />
