<br />Scott Rothrum, 15370 Xkimo Street stated that there was powdered bentonite put down after <br />these were rolled out and he feels the amounts were minimal. He noted that the pond as been <br />bone dry twice this year. <br /> <br />Councilmember Dehen asked how the $30,000 retainer was supposed to be used. <br /> <br />Public Works Director Olson stated that it was 'Originally intended to be used for inspection <br />purposes, however Arcon has stated now that they would like the City to use the money to fix the <br />pond problems. <br /> <br />Councilmember Dehen asked if Arconjust wants to wash their hands of this project. He asked if <br />there was any agreement with Arcon that the use of this $30,000 would satisfy their liability in <br />the situation. <br /> <br />Assistant City Engineer Himmer stated that has not been discussed. <br /> <br />Councilmember Dehen asked if there was any technology to place a camera down in the pond <br />and take a look to find the leak. He stated that there are cameras that can be used in sewer <br />systems. He also asked if anyone had heard of similar problems elsewhere. <br /> <br />Assistant City Engineer Himmer stated that he cannot think of any technology or camera that <br />would work in this situation. He stated that there was a pond in Woodbury that had a very <br />significant leak in a pond. <br /> <br />Councilmember Dehen asked if it would be better to let it drain and find out what is there instead <br />of just guessing and throwing stuff in. <br /> <br />Assistant City Engineer Himmer stated that if it were drained, there is about 2 feet of sand that <br />would have to be removed to see the liner. <br /> <br />Councilmember Dehen asked how much it would cost to remove the sand. <br /> <br />Public Works Director Olson stated that this would be a major undertaking and the act of <br />removing the sand could damage the liner. <br /> <br />Councilmember Dehen stated that his concern is what precedent the City would set in taking this <br />over. He stated thathe realizes this is a problem for the residents, but what will the City do for <br />other neighborhoods and nobody knows ifthe $30,000 will even take care of the problem. <br /> <br />Scott Rothrum stated that he doesn't want to throw $30,000 out the window either. He stated <br />that after seeing the pond go completely down, he thinks there is a problem with the seams in <br />addItion to damage to the liner. <br /> <br />Councilmember Dehen asked if it was absurd to say that maybe the idea of having a lake should <br />be abandoned. He asked if there could be a general consensus of the neighborhood to have a <br />meadow and drainage area rather than spending this money. <br /> <br />Public Works Committee / June 17, 2008 <br />Page 3 of 11 <br />
