He stated that if they now have a black hole <br />and a stink pit, with the recent foreclosures, he is concerned that people will not be moving in. <br />He stated that they want this fixed and appreciate the assistance the City has already given. <br /> <br />Chair Elvig stated that the City has been a "big brother" in a sense and can continue to help the <br />residents get more representation, but the remedy rests in the hands ofthe homeowners. <br /> <br />Ron Wagner stated that he appreciates the City's willingness to help and they are not out for a <br />lawsuit because that will just result in prolonged finger pointing and money wasted in the court <br />system. He stated that the main thing they want is to have the problem fixed. <br /> <br />Chair Elvig stated that the consensus of the Public Works Committee is that the City doesn't <br />want to take over the project. He stated that there had also been a suggestion to get a consensus <br />from the homeowners as to what they would like to do with the $30,000 and present that <br />information to the City. <br /> <br />Mr. Wagner asked if this would then proceed without the assistance ofthe City. <br /> <br />Chair Elvig stated that he didn't think the City would "captain" the situation. <br /> <br />Public Works Director Olson stated that, actually, the City would need to be involved because <br />there are 17 properties surrounding the pond and there are drainage and utility easements <br />involved. <br /> <br />Councilmember Olson stated that this is still Arcon's money and they can say they want it to be <br />allocated. She stated that residents could come back with ideas, but it comes back to whether <br />Arcon will release the funds to spend in the manner the residents want. <br /> <br />Scott Rothrum stated that he thought the City already had this money. <br /> <br />Assistant City Engineer Himmer read the letter again, but noted that it stated that it would like to <br />have the City use the money to work directly with Westwood to put closure to this project. <br /> <br />Councilmember Olson stated that unless Arcon agrees with what the homeowners want to do, the <br />City cannot do anything. <br /> <br />Tim Eickman, 15371 Yakima Street stated that he wanted to thank the City for their involvement <br />and suggested that the residents look at getting a consensus, in writing, to work on getting <br />approval from Arcon for the release of the funds.
