<br />Public Works Director Olson stated that the City could absolutely offer its assistance and could <br />possible "captain the ship" if residents knew what they wanted to do and if Arcon approved. He <br />stated that if the remedy turned out to cost more than the $30,000, the City could also assist in <br />assessing the homeowners for the additional costs. <br /> <br />Chair Elvig asked if it was possible for staff to work with the residents on getting a consensus of <br />what they would like done and a feasibility study and then go back to Arcon and tell them the <br />amount and see if they would be willing to put in additional money to resolve the situation. <br /> <br />Scott Rothrum stated that he appreciates the City's assistance and is just frustrated with the battle <br />this has turned into. He stated that he has spoken with a private contractor about the problem <br />and asked, if this contractor says that the pond needs to be drained, for example, if the City could <br />assist in that. <br /> <br />Public Works Director Olson stated that they could probably assist in this matter. <br /> <br />Scott Rothrum stated that there is a homeowners association that could also "captain the ship" if <br />necessary. <br /> <br />Public Works Director Olson stated that would work if there was 100% agreement among the <br />residents on the resolution of the issue. <br /> <br />Nick Subley asked what the usual process would be for getting money from the City for <br />neighborhood improvements, for example, installing a sidewalk. <br /> <br />Chair Elvig stated that residents can petition the City with the project and noted that the process <br />takes a while to complete. <br /> <br />Peter Larson asked who had the $30,000 right now and asked if the City could use them for <br />something else. <br /> <br />Assistant City Engineer Himmer stated that the money is put into a specific account for <br />Highlands at River Park, so the City cannot use the funds for anything else. <br /> <br />No action taken. <br /> <br />Case #2: <br /> <br />Consider Policy for Construction use of Sidewalks in Ramsey Town Center <br /> <br />Civil Engineer II Linton stated that the streetscaping in Ramsey Town Center is almost complete. <br />He stated that there has been discussion of whether to create a policy or to have the stipulations <br />included in the development agreements to limit damage during construction projects. He stated <br />that some things staff would like included would be: take pictures of the sidewalk before any <br />construction activity; require an escrow to cover replacement costs; include replacement of <br />damaged features in the development agreement; that they must contact Connexus so the light <br />poles can be removed during construction; and install a barrier around the planting beds.
