He stated that neither City has a specific policy, but includes <br />language in the development agreement. <br /> <br />Chair Elvig stated that he thinks it is a good idea to have a formal policy. He asked if the City <br />should suggest techniques for protection, such as a dirt cover or a metal cover. <br /> <br />Civil Engineer II Linton stated that if the City does this and those methods don't work, it could <br />backfire. He stated that the City could ask them to submit their protection methods for approval. . <br /> <br />Councilmember Olson stated that if the City approves something and it doesn't work, then it will <br />be in the same boat. She stated that the bottom line is if they break something they will have to <br />fix it. <br /> <br />Chair Elvig stated that on another note, he would like to revisit the amount of lights that are left <br />on in the parking ramp. He stated that he would also like to take a look at the street too and <br />suggested that perhaps every other light illuminated would be enough right now. <br /> <br />Public Works Director Olson stated that the City pays energy and maintenance fees, not usage, <br />so the City pays for the lights whether they are on or not. He stated that he understands that <br />there are other issues in using energy that isn't needed, but he wanted to clarify that it is not <br />fiscally irresponsible to keep the lights on. <br /> <br />Civil Engineer II Linton stated that the lights are similar to Christmas lights in that all the bulbs <br />have to be in place to make the string work. He stated that skipping poles may add more expense <br />for rewiring. <br /> <br />Councilmember Dehen asked if it would be better to have a formal policy or have it written into <br />a development agreement. He asked, if there was a formal policy, wasn't this information also <br />included in a development agreement. <br /> <br />Public Works Director Olson stated that he thinks having it included in the development <br />agreement may be hetter, because they have to sign it. <br /> <br />Civil Engineer II Linton stated that he agrees because sometimes there are so many policies, it is <br />hard to remember what they cover. <br /> <br />Councilmember Olson stated that she didn't think this should be limited to just the RTC but <br />should be a City-wide policy. <br /> <br />Chair Elvig agreed that this should be included in every development agreement.
