<br />Associate Planner Gladhill used a map to identify the location and explained the purpose is to <br />provide two points of access, which is important for emergency services. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Strommen, to adopt Resolution <br />#08-08-144 granting final plat approval to TC Trail. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Jeffrey, Strommen, Dehen, Elvig, <br />Look, and Olson. Voting No: None. <br /> <br />Case #5: <br /> <br />Request for Site Plan Review; Case of Sharp and Associates, LLC <br /> <br />Associate Planner Gladhill stated this case deals with the Panther Precision expansion of <br />approximately 2600 sq. ft. addition on Lots 1 and lA of TC Trail. He stated drainage, grading, <br />and landscape plans are generally acceptable, subject to the staff review letter. He noted the <br />revised plans identify the flag lot and increased landscape requirements have been shifted onto <br />the Outlot to the east, which is City owned property. Associate Planner Gladhill stated setbacks <br />conform and the building is proposed to be constructed of precast rib panels with smooth <br />architectural elements. The Planning Commission met on August 7, 2008 to discuss the site plan <br />and recommended approval. Staff recommends approval conditioned on the staff letter dated <br />August 1, 2008 and revised on August 8, 2008. <br /> <br />Mayor Gamec asked if the landscaping would be shifted to the Outlot. <br /> <br />Associate Planner Gladhill stated staff is working with the applicant to shift landscaping to the <br />Outlot in order to accommodate the size of facility they want to build. <br /> <br />Economic Development Coordinator Sullivan explained that CT Trail wants to make the pond an <br />amenity. The pond configuration has some contour and the intent is to allow them to utilize <br />some trees off site so it looks better. <br /> <br />Councilmember Elvig asked staffto describe the property to the south. <br /> <br />Economic Development Coordinator Sullivan stated that property is owned by Rotary Systems, <br />another manufacturing company and it fronts on Azurite Street. <br /> <br />Councilmember Elvig commented that he did a fair amount of landscaping on his site and <br />described the resulting problems with storage of snow. He noted that snow on the flag lot and <br />roadway will have to be plowed to the south and dumped onto the area of landscaping. He stated <br />his concern whether there is a friendly neighbor to the south that will allow snow to be plowed <br />onto their lot. <br /> <br />Mayor Gamec noted there is a large area between the building and Rotary Systems. <br /> <br />Associate Planner Gladhill advised that Hakanson Anderson made the flag portion of the lot <br />larger so it could accommodate snow storage.
