Parks Supervisor Riverblood stated that the County is planning to have a small boat landing and
a fishing pier at the Anoka County Park, but it is not allocated in their 5 year plan. He stated that
he has mentioned to the County that the City is interested in accelerating this plan.

Councilmember Dehen stated that he has been asked to bring his pontoon to Anoka and give
residents rides up and down the river. He stated that this is really a great way to market the City
and businesses that Ramsey doesn't have. He suggested that perhaps the City should consider
putting the landing somewhere else if the County isn't interested.

Councilmember Strommen stated that she agreed that the City is underutilizing the river. She
stated that she would be in favor of finding someplace else for the landing, if the County doesn't
move this forward.

Councilmember Look asked what the City is currently budgeting for these projects.

Parks Supervisor Riverblood stated that the funds are shown in the CIP.

Mayor Gamec stated that these are not budgeted items and the project list is a wish list. He
stated that generally they are completed using development funds.

Councilmember Strommen stated that the CIP usually addresses a funding source.

Councilmember Dehen stated that he would like to see staff try to cooperate with the County to
get an access at the County Park and they are unwilling, then start looking at alternative sites.

Councilmember Elvig stated that he has heard that the Rum River Scout Camp is considering
selling the property. He stated that he feels the City should pay attention to this because this is a
terrific piece of property and perhaps there could be river access point at this location.

Parks Supervisor Riverblood noted that the CEO of the Rum River Scout Camp called him today
and would like to see a majority of the natural resources protected. He stated that the CEO
would like to meet with the Council, City Administrator and Public Works Director Olson next
week to tour the property and possibly consider purchasing the property. He stated that he will
also have another conversation with the County and let them know that the City is interested in
access to the river, sooner, rather than later.

Motion by Councilmember Jeffrey, seconded by Councilmember Strommen, to direct staff to
implement the 2008 Parks Capital Improvement of a drinking fountain for Rivers Bend Park;
from the Park Improvement Trust Fund - at a not-to-exceed cost of$7,000.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Strommen, Dehen, Elvig,
Look, and Olson. Voting No: None.

Case #7:

Report from Personnel Committee
I) Request for Authorization to Appoint an Agent of Record for Life and Disability Insurance
2) Request for Authorization to Recruit a Planner

City Council!
