Case #6: Periodic Inspection of Parking Ramp <br />Background: <br />Staff presented this as an informational case because of the recent concern about inspection of <br />structures following the 35W bridge collapse. There are three types of inspections for parking <br />ramps: Type I, which is basically a visual inspection; Type II, which includes visual as well as <br />nondestructive tests; and Type III, which consists. of visual, nondestructive as well as more <br />structural testing such as concrete core sampling. The recommendation for inspections are that <br />Type I begin in the 6th year, Type II in the 7th year and Type III in the 7th year. In researching <br />costs for these inspections, since our ramp is pre-stressed concrete, the costs would run from <br />$3,000 up to $10,000, depending on the level of the inspection. There may be ways of receiving <br />assistance to fund these inspections through the Met Council or the County. <br />Action: <br />Motion to recommend to City Council that a written policy for the periodic inspection of the City <br />owned parking ramps be prepared; that staff be,directed to investigate possible funding sources <br />for the inspections and direct staff to investigate the possibility of engineering staff becoming. <br />certified to conduct the inspections. <br />Case #7: Cost of Concrete Streets <br />Staff has investigated the possibility, because of current oil costs, of constructing concrete <br />streets. The preliminary calculations showed that concrete is still more expensive than <br />bituminous, but Ramsey has the advantage of having sandy soils that could serve as an adequate <br />sub-base for the concrete. There may be applications where concrete streets may be a good <br />alternative for the City to consider, such as places that already have City sewer and water. The <br />advantages of concrete streets are that they are better designed and are 9 ton versus 5 ton; they <br />have a better life span with less maintenance but with concrete streets, there is more up front <br />costs, but less on-going maintenance costs. . <br />Action: <br />No action necessary. <br />COMMITTEE INPUT <br />Fatal Accident on Highway 10 <br />In light of the recent fatal accident on Highway 10 near the driver's license bureau, the <br />Committee would like the Council to consider making the driveways along this section of <br />Highway 10, right in/right out only. <br />-120- <br />
