Case #4 Consider Establishing Topsoil Requirements in New Subdivisions <br />Background: <br />Staff explained that the City is looking at ways to conserve water and has been discussing <br />possible topsoil requirements as a way to do this. Staff spoke with contractors and suppliers and <br />found that costs would be about $5 to $7 more for materials than what is out there today and <br />noted that an average quarter acre lot would cost about $350-$500 more. Staff is recommending <br />that the City adopt a minimum of 4 inches of MnDOT 3877C, premium topsoil and work with <br />the Building Department to enforce this for final grade. <br />Motion to recommend to City Council that staff be directed to prepare an ordinance modifying <br />City Code to require a minimum of four (4) inches of topsoil meeting the MnDOT specifications <br />3877C, premium topsoil borrow in landscaped areas of all .new developments, and work in <br />conjunction with the EPB on other ways of water conservation methods. that could be used for <br />the whole community and possible ways to give residents incentive to use them. <br />Action:. <br />Ratify the recommendation of the Public Works Committee. <br />Case #5 Consider 2008 Storm Sewer Improvements <br />Background: <br />At the June 19, 2008 Public Works Committee meeting, staff presented five areas in the City for <br />possible storm sewer improvements in 2008. Staff would like .direction as how to proceed with <br />the three projects of 6941 152nd Avenue; Llama Street and 163rd Avenue; and 6043 Highway 10. <br />Those projects at 16359 Kangaroo Street and Kamacite Street and 148th Lane/Avenue are still <br />being discussed and may be able to resolved within the Public Works Department once how to <br />solve the problems are determined. <br />Motion to recommend to City Council that staff be directed to prepare plans and specifications <br />for the 2008 Storm Water Improvement Project which would include the improvements at 6941 <br />152nd Avenue; Llama Street and 163rd Avenue; and 6043 Highway 10; and that staff continue to <br />work with the residents of the Kamacite Street and 148th Lane/Avenue project to determine the <br />desired alternative and to proceed with the implementation of that alternative. <br />Action: Ratify the recommendation of the Public Works Committee <br />-119- <br />
