distance considerations. There has been one accident in the last five years. The speed analysis <br />showed that most people either were obeying the speed limit or obeyed it because the speed <br />trailer was present. However, some of the sight- lines are obstructed. Staff is recommending that <br />the City. install a yield sign for the. north and south leg and try to do something within our. right of <br />way to limit the hindrances to the sight lines and to contact property owners in the area to work <br />with them on getting cooperation to improve the sight distances. <br />Motion to recommend to City Council that Yield signs be posted on the north and south legs of <br />the intersection of Hedgehog and 155th Lane, .that the Public Works Department clear the <br />vegetation located within the right of way, and that contact be made with corner property owners <br />to review additional sight line improvements that should be made. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #3 Consider Establishing an Assessment Policy for. MSA Street Construction <br />Projects <br />Background: <br />Staff presented an overview of the MSA system needs that are coming up in the City and to get <br />direction on establishing a policy for assessing improvements on MSA roads. This issue has <br />been discussed as part of the considered improvements on Andrie Street and 164th Lane. Over <br />the next 10 years, there will probably be between $9.5 million and $18 million worth of MSA <br />needs. Currently the City receives about $880,000 a year for MSA allotment. In past years, staff <br />has requested that 35% of this MSA money be used for maintenance such as plowing, patching <br />and sweeping the streets. MSA streets makeup about 15% of our total mileage and noted that <br />over the past few years, the City has spent fairly large amounts of money for sealcoating. Staff is <br />anticipating MSA revenue around $7 million or $8 million over the next 10 years and staff would <br />like to see a sustainable policy and would like to see the City leverage the MSA monies as wisely <br />as it can, including assessing benefiting properties. Staff would also like the Committee to <br />discuss sidewalks and possible assessments because one of the City's goals is to create a <br />walkable community and feels this issue needs discussion <br />Motion to recommend considering establishing an assessment policy for MSA street construction <br />projects be discussed by the full Council, at a work session. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />-118- <br />
