Assistant City Administrator Nelson stated that the design work was actually done by the parks.

Marty Fisher stated that they had chosen a site that could work for the memorial and questioned
if this site would be acceptable to the Council or if they had another site in mind.

Mayor Gamec thought that was the right spot but advised that there were a few difficulties within
the Town Center. He advised that they would continue to strive for the parks plan that they were
. looking at, as he did think that was the right place for it. He thought that the memorial should be
a focal point and explained that the problem was making sure that the parkland was there.

Mr. Fisher explained that the design was a concept but advised that there was a lot of work
behind it. He advised that this was not a final piece but they are firm on the statue. He explained
that they would be willing to work together on how everything comes together.

Councilmember Elvig thought that the Town Center would be an ideal location and questioned if
the rendering was out of scale.

Mr. Fisher advised that originally the statue was going to be 20 feet high but was shrunken down
due to cost. '

Councilmember Elvig thought that if the statue were to be that large it would overpower a park
and thought that the 15-foot scale would be much better. He questioned if $200,000 was the
amount that the Rotary was looking to collect for the project. He also questioned what the
timeline would be for the end product.

Mr. Fisher advised that the sculpture would cost about $120,000, and they had budgeted for a 15
to 20 percent increase on the bronze. He explained that they would balance the project with
. landscaping and pavers. He advised that the project could be completed and as donations came
in, blank pavers could be replaced with engraved pavers. He advised that the process would take
about two years once they have a site.

Councilmember Elvig questioned if the property were not available in two years could the
memorial be constructed in a temporary location and later finished on that site.

Mr. Fisher advised that they would need to know where the statue would go when sending out
the fundraising information.

Glen Terry stated that the timeline for the statue from start to finish would be about one and a
half years.

Marty Fisher advised that they would want to have a fair amount of money in the bank before
they commission Glen to start on the project. He explained that with the cost of the statue they
would want to have the vast majority of the funds soon.

Councilmember Elvig questioned if there would be night lighting for the site.

City Council Work Session / July 29, 2008
Page 3 of 15
