Glen Terry advised that he had thought about it but had not specified, as he did not know the
City circumstances.

Councilmember Elvig advised that there would be some concerns with snow, cleaning, and spots
for bird nests and questioned if those things could be designed for. He questioned if the glass
could be protected enough so that a rock could not be thrown through it.

Glen Terry advised that there would be bulletproof glass on either side of the glass and it would
protect. He explained that bronze is the most durable outside material and is why that material
was chosen. He stated that the concrete block could have a stucco surface.

Marty Fisher stated that the main thing would be the north south positioning, so that the sun
could shine through.

Councilmember Elvig questioned who would maintain the memorial.

Marty Fisher advised that they had not yet addressed that issue.

City Administrator Ulrich stated that he would expect the City to be responsible for the
maintenance.

Glen Terry advised that he did a bronze statue in 1987 and 20 years later he had still not been
asked to replace or repair anything. He advised that he was concerned about vandalism.

Mayor Gamec advised that no matter what you do people would beat on it. He stated that the
best thing that could be done is to watch it.

Councilmember Jeffrey agreed with the proposed size, as he, too, thought anything larger would
overpower the park.

Mayor Gamec advised that there is a garden in the Plymouth Community and Events Center that
was completed by volunteers. He advised that it was a memorial garden where people had
placed pavers in memorial of someone they knew. He thought that it was great how the people
in that community came together to do that. He thought that this idea was great. He hoped that
the obstacle with the Town Center would be taken care of soon. He stated that with the planning
aspect he thought they should continue to have a walkway from the building. He also thought
that the memorial should be placed far enough from the building so that it was not shaded. He
advised that this would be a case of the City staff keeping in touch with the Rotary on how the

City Council Work Session / July 29,2008
