project is coming along. He stated that he did not see anyone disagreeing with the model or
concept. He commented that a lot of people had been working hard on this project.

Councilmember Jeffrey questioned if the families had seen the model.

Assistant City Administrator Nelson advised that the idea of the memorial had been shared with
the families to determine if there was something they would like incorporated into the memorial.

Marty Fisher stated that the families had been advised of the project about two years ago.

Assistant City Administrator Nelson added that the families had been told of the memorial at the
dinner following the explosion.

Mr. Fisher reported that the families know that something is going on, but not to this detail and
have not seen the model.

Councilmember Strommen thought this was a great idea for a memorial.

Mayor Gamec confirmed that the Ramsey Rotary has the blessing of the Council on this
memorial.

Councilmember Jeffrey advised that the challenge at this point is that they do not have a place to
put the memorial and the Rotary is looking for the site to move onto the next step.

Mayor Gamec thought that there should be a walkway going up to the memorial site that could
tie into the features of the park. He did not think that it would work well between the roads, as
he thought the memorial should be in a place where people could come to, see, take pictures and
talk to other people.

Councilmember Jeffrey did not think that this was the right time, as they still do not understand
the destiny of the Town Center.

Councilmember Elvig questioned if language could be there stating that there are going to be
parks in the Town Center and the memorial could be placed there. He questioned if that would
be enough.

Mayor Gamec stated that they could put together a resolution of that effect, allowing the Rotary
to put a statue memorial in the future park development in the Town Center.

Marty Fisher stated that would be wonderful and would give the Rotary something more
specific.

Mayor Gamec thought the concept and ideas were great. He stated that truthfully he thought that
this group in the Ramsey Rotary has done a great job in the City, such as Youth First. He
complimented the work that they have done with the City.

City Council Work Session / July 29, 2008
Page 5 of 15
