<br />PC Case # ~ <br /> <br />REQUEST FOR AUTHORIZATION TO RECRUIT A PLANNER <br /> <br />Givonna Reed Kone, Human Resources Manager <br /> <br />Background <br /> <br />In March 2008, one of the City's two Associate Planners resigned. Tim Gladhill was hired to fill <br />that vacancy. In early August 2008, Breanne DaInes resigned from her Associate Planner <br />position. The duties of the Associate Planner have been temporarily assigned to several other <br />staff members. The distribution of Associate Planner duties is explained in detail in the <br />Community Development Director's responses to the evaluation criteria adopted by the City <br />Council (enclosed for your review). After careful consideration, the City Administrator is <br />recommending that the Associate Planner position be filled. <br /> <br />The basis for the recommendation to fill this position lies in the City's strategic goals, the <br />majority of which are planning and community development related. This position will be <br />instrumental in implementing the City's Master Housing Plan and building the city's housing <br />related programs such as foreclosure prevention, first time home buyer, down payment assistance <br />and housing rehabilitation. In addition, this position will have a key role in the Ramsey 3 <br />process and implementation of the comprehensive plan; <br /> <br />In an effort to emphasize the role this position will play in working with neighborhoods to <br />implement the city's housing initiatives, staff is proposing that the title of this position be <br />changed to Neighborhood Planner. Staff further proposes that the title of Tim Gladhill's position <br />be changed to GIS/Transportation Planner to better reflect his responsibilities. The proposed title <br />changes will not affect compensation. <br /> <br />Staff Recommendations <br /> <br />Staff makes the following recommendations for Committee and City Council consideration: <br /> <br />1. Change the title of the Associate Planner position to Neighborhood Planner. <br />2. Change Tim Gladhill's title to GIS/Transportation Planner. <br />3. Direct staff to begin the recruitment process to fill the vacant Neighborhood Planner <br />position. <br /> <br />-111- <br />
