<br />· Can the service provided be reduced, eliminated, or contracted out? <br /> <br />Reducing or eliminating the cleaning service will limit the <br />quality of service that the Building Maintenance Division is able <br />to provide. Building and equipment maintenance and repairs <br />will be pushed out in order to keep facilities clean. The Division <br />will also lose the opportunity to cover vacations and unexpected <br />absences. <br /> <br />The City has had a cleaning contract in place since moving into <br />the Municipal Center in 2006. The service provided has been less <br />than expected and needed. Further, a cleaning contract is far <br />more expensive than hiring a part-time employee and limits the <br />City's control. <br /> <br />· What is the budgetary impact if the position is not filled (e.g., additional <br />overtime/compensatory time off costs) <br />If the position is not filled, the Division's overtime budget will <br />need to increase. This is not a practical long term solution as it <br />may affect petformance if employees do not have adequate time <br />away from work. <br /> <br />· What are the circumstances that warrant the creation of this new position? <br />This proposal would eliminate a cleaning contract in order to <br />ensure that city facilities are cleaned to the City's expectations <br />and needs. In addition, there would be significant cost savings <br />for many years after. the contract is terminated. In 2009, the City <br />will save $16,000 by replacing the cleaning contract with a part- <br />time employee. <br /> <br />3.
