4. If we do require an enclosure and/or a shelter, what type of setback should be required? Setback from
property lines, setback from wells, setback from residential structures.

5. If it is allowed, the manure issue must be addressed.

6. Do you want to address beekeeping? It would be done in a separate ordinance but should probably be
handled at the same time since it is a similar issue.

There are a number of good suggestions in the existing ordinances that are out there, depending on the
direction the Council wishes to take. Anoka allows up to four chickens, ducks, geese or other fowls or poultry
within the City limits. No roosters are permitted. Fecal matter shall be removed at least once a week.

East Bethel requires 50 ft. setback from any property line and any existing well or residential structure on the
same lot and 200 ft. from a residential structure on an adjacent lot. This would have to be lessened if we .want
to allow it on smaller lots.

All other communities reviewed required a shelter and an enclosure so staff would encourage Council to
consider adding those requirements. Staff would recommend allowing more flexibility to have at least fowl on
smaller lots and utilizing the conditional use process as a review for exceptions.

Attachments:

1, City of Ramsey, Section 5.09 Animals and Fowl
2.
