It would be to bring forward more <br />information so the Commission could value more fully whether the three land use scenarios <br />properly blend in the ~amser process. <br /> <br />Assistant Community Development Director Frolik stated the consultants have created three land <br />use scenarios that will be presented to City Council and Planning Commission open houses, so a <br />land use scenario can be selected that most closely reflects the vision and value statements <br />gathered by Ramsey3. <br /> <br />Chairperson Nixt asked why the final report wasn't provided in full, noting he has not seen the <br />detail included in the final report. He stated the City received a grant and a lot of hard work was <br />done by many people and he is a bit ashamed he does not know more about the details included <br />in the final report. He stated at this point, he does not have enough information to make a <br />recommendation. He would ask the City Council to determine if the information from Ramset <br />has value for consideration in the Comp Plan and. if so, it can then be referred back to the <br />Planning Commission for study and recommendation. <br /> <br />Assistant Community Development Director Frolik stated the outcome of the Ramsey3 study will <br />not beconfmed to the 2008 Comp Plan. She stated that would be part of a Council policy, to use <br />'the results of the Ramser study in future development considerations. <br /> <br />Commissioner Brauer stated three years ago the people from Hoisington presented Plans A, B, <br />and C for land use plans. After that meeting, several people talked about the Plans and that there <br />was not consensus that any of the three Plans were satisfactory by themselves. It was discussed <br />that they either needed to look at something that incorporated all three Plans together or at an <br />alternative Plan: At that point, rather than opposition, they wanted to be constructive so they <br />organized a group to create an alternate Plan to Plans A, B and C. Originally, the group was <br />called "Plan D" and that idea was presented to the Planning Commission and City Council in <br />December of 2006 and was the catalyst for going after the McKnight Foundation grant. The Plan <br />D report that was presented to the Planning Commission and City Council was well received by <br />both. Since the City didn't have resources financially or staff levels to continue the process, it ' <br />seemed the only way to move forward was to go after a grant. Commissioner Brauer stated he <br />talked with the McKnight Foundation and they were receptive to what the group was trying to do, <br />look at alternative processes for citizen involvement. That was incorporated into the Ramsey3 <br />grant. <br /> <br />Commissioner Brauer stated he does not know why the Planning Commission doesn't have the <br />final report and does not know if the Comprehensive Plan consultants have incorporated any of <br />this information. He explained that Mr. McDilda is aski1ig whether the vision statement and , <br />following elements are something this Planning Commission thinks should guide the City's <br />evaluation of the land use plans. He stated that the fmal sentence of the McKnight Foundation <br />grant application said, "A city without a vision is a city without a soul."
