<br />CASE #: 3 <br /> <br />REQUESTFORSKETCH PLAN REVIEW OF MICHELS PROPEllTY; <br />CASE OF JEANNIE MICHELS <br />By: Tim Gladhill, Associate Planner <br /> <br />Background: <br /> <br />Jeannie Michels has submitted a sketch plan to re-plat two parcels to separate the existing <br />commercial use from the larger, undeveloped parcel. The property is located south of Highway <br />10 at the border of the cities of Ramsey and, Anoka. The following items are enclosed for your <br />information: <br /> <br />a) Site location map <br />b) Sketch plan <br />c) Drainage and Grading Plan <br />d) City Staff review letter dated August 29,2008 <br /> <br />Notification: <br /> <br />No public hearing is required, at the sketch plan stage of a plat. However, the City Council <br />adopted a po~icy requiring notification of a proposed subdivision be sent out to residents within <br />350 feet of the subject property during sketch plan submittal.' <br /> <br />, Observations: <br /> <br />The subject property is approximately 5.08 acres in size and is zoned R-l Residential and E-l <br />Employment. If the proposed plat is approved, Outlot A would continue have a dual zoning <br />designation. No comprehensive plan amendment or zoning amendmel,1t is being proposed at this <br />time. City staff recommends amending the land use and zoning designation through the cUrrent <br />Comprehensive Plan Update. The existing facility on Lot 1 is zoned E-l Employment would <br />comply with lot coverage and setback requirements within City Code. <br /> <br />A portion of Outlot A is within the Mississippi River Critical Area Overlay District. Staff has <br />forwarded the request on to the Minnesota Department of Natural Resources for comment. Lot 1 <br />currently gains access from Highway 10. Staff has forwarded the request to 'the Minnesota <br />Department of Transportation. . <br /> <br />No connections to municipal services are being proposed at this time. The current facilities on <br />Lot 1 are currently served by private well and septic. It appears that the location indicated as a <br />secondary septic system is partially encumbered by a prepared surface for a driveway, and may <br />not be able to sustain a typical septic system. Options for wastewater treatment include <br />connecting to City water and wastewater systems or exploring the opportunity for a mound septic <br />system. <br /> <br />43 <br />
