<br />The applicant is proposing to vacate the existing road easement leading to King's Island. This <br />easement was originally intended to construct a road to parcels along the river on King's Island. <br />Staff met with representatives from the city of Anoka to discuss future plans for King's Island. It <br />is staffs understanding that a public road from the city of Ramsey to King's Island in Anoka is <br />no longer needed. The city of Anoka has been planning for a regional trail through King's <br />Island, which requires a connection at the subject property in the city of Ramsey. Staff <br />recommends not vacating the easement as proposed by the Applicant until a tree inventory is <br />completed. Staff recommends the Applicant propose a trail alignment with a trail easement that <br />fits:the vision of the Mississippi River regional trail plan and minimizes tree loss at the Final Plat <br />stage. . <br /> <br />If there is a proposal to subdivide Outlot A in the future, staff notes that a secondary access <br />separate from Rivlyn Avenue will need to be addressed. <br /> <br />There currently - are four accessory structures on the proposed Outlot A. The Applicant has <br />verbally stated the intent to document the requirement to have the purchaser remove these <br />structures upon sale. <br /> <br />Recommendation: <br /> <br />The sketch plan process provides the Planning Commission the opportunity to relay to the <br />developer components of the proposed subdivision related to land use, street network, toWnhome <br />layout, and overall residential design that are acceptable and components that may need further <br />analysis during preliminary plat submittal. <br /> <br />Commission Action: <br /> <br />Provide the developer with feedback and direction related to the proposed sketch plan. <br /> <br />Review Checklist: <br /> <br />Assistant Community Development Director <br />Civil Engineer <br /> <br />PC: 09/04/08 <br /> <br />44 <br />
