The sketch plan consists of two (2)
sheets dated May 30, Z008, prepared by Hakanson Anderson Associates, Inc. We offer the
following comments:

1. General: The subject property is approximately 5.08 acres in size and is located south of
Highway 10 at the border of the Cities of Ramsey and Anoka. The sketch plan is
proposing to plat a lot for the existing commercial use and one outlot for the remaining
undeveloped parcel. There are currently four (4) accessory structures on the proposed
outlot that will need to be removed upon recording of the plat. You stated during our
phone conversation on Tuesday, August 26, 2008 that your plan was. to record on the
abstract document that those buildings shall be removed upon sale.

2. Zoning: Currently, the property has dual zoning; E-l Employment and R-l Residential.
The proposed Lot 1 will contain the existing industrial use and remain zoned E-l
Employment. The proposed Outlot A would continue to have a dual-zoning designation
of R -1 and E-l. City staff finds this acceptable in this instance, as the City's
Comprehensive. Plan is in the process of being updated. Through that process, the land
use designation and zoning can be amended so that Outlot Ahas one zoning designation.

3. Mississippi River Overlay District. A portion of Outlot A is located in the Mississippi
River Overlay District. All development projects in this District that include platting the
property are required to submit a Site Development Plan. The district states that the
development shall preserve 50% of the land as open space, and restrict impervioUs
(rooftop and pavement) to 25% of the lot area (or up tq 35% with a Conditional Use
Permit). It is also noted that the maximum structure height in the Overlay District is 35
feet. Compliance would have to be verified at the time Outlot A is developed.

4. MississiplJi River Regional Trail CorridorlKing's Island Access. The proposed Outlot A
currently contains a road easement dedicated to the city of Ramsey. The current proposal

48
