<br />CASE # .:; <br /> <br />PUBLIC HEARING <br />PROPOSED ORDINANCE TO AMEND OFF-STREET PARKING REGULATIONS; <br />CASE OF CITY OF RAMSEY <br />By: Sylvia Frolik, Asst. Community Development Director <br /> <br />Background: <br /> <br />Currently, Section 9.11.08 of City Code allows for the outdoor storage of one (1) unlicensed <br />vehicle. This provision conflicts with Section 5.08 (Public Nuisance). Section 5.08 prohibits the <br />outdoor storage of inoperable vehicles and it states that an unlicensed vehicle is considered <br />inoperable. <br /> <br />Observations: <br /> <br />The ptoposed ordinance eliminates the contradiction: between Chapter 5 and Chapter 9 by <br />removal of that text which allows for the outdoor storage of one (1) unlicensed vehicle. While <br />working on the draft ordinance, it became apparent to City Staff that Sections 9.11.08 (Off- <br />Street Parking) and 9.11.09 (Number of Parking Spaces Required) needed ~ome reorganization. <br />Section 9.11.08 addresses commercial/industrial parking regulations as well as residential <br />regulations. . Section 9.11.09 contains additional commercial/industrial regulations. The <br />proposed ordinance relocates the commercial/industrial regulations from 9.11.08 to 9.11.09. The <br />end result is that 9.11.08 is applicable to residential uses only and 9.11.09 is applicable to <br />commercial/industrial uses. <br /> <br />Notification: <br /> <br />In accordance with State Statute and City Code, the public hearing notice was published in the <br />official newspaper. <br /> <br />Attachments: <br /> <br />1. Proposed ordinance with edits identifying deletions and additions <br /> <br />Funding: <br /> <br />Costs incurred in processing this City-initiated amendment to CIty Code are covered by regular <br />staff time. <br /> <br />Recommendation: <br /> <br />Staff recommends that the Planning Commission forward the proposed ordinance to Council for <br />adoption. <br /> <br />Commission Action: <br /> <br />57 <br />
