<br />CASE # / <br /> <br />TRAIL CONNECITON TO KING'S ISLAND - CASE OF JEANNIE MICHELS <br />By; ~Iark Riverblood, Parks Supervisor <br /> <br />Background: <br /> <br />As the attached Planning Commission case with enclosures explains, Ms. Jeannie Michels has <br />requested a vacation of a City of Ramsey road easement over their property. This 66' foot <br />easement extends off the end of Rivlyn Street south of Hwy #10, and continues eastward to the <br />so~called King's Island in the City of Anoka. <br /> <br />Observations: <br /> <br />The City's Park and Trail' Plan map shows the aforementioned easement as the future trail <br />connection to the City of Anoka. In addition, this specific route is also identified in the <br />feasibility study for the future Mississippi River Trail completed in collaboration by the Cities <br />of Anoka, Ramsey, and Anoka County Parks. <br /> <br />Staff has indicated to the applicants, that the City may allow'for the vacation of the easement - <br />provided that appropriate trail placement area remains. The applicant has been advised that an <br />exhibit with legal description be provided that shows the ability to maintain a maximum 5 % <br />grade trail route, and that minimizes tree loss. The Planning Commission will be addressing <br />other aspects of the reql.lest of the applicant at their September 4th, 2008 meeting. <br /> <br />The other consideration that relates to vacation of a portion of the easement is that the City's <br />standard minimum for trail corridors (outside from street ROW) in the urban area is 35' feet in <br />width. This minimum was established to provide for multiple tread-ways in the future as they <br />become needed, and to allow for screening and plantings as they may be necessary. <br /> <br />Some or all of these issues may be resolved before the Park and Recreation Commission's <br />meeting. Attached for your information is a portion of the most recent Park and Trail Plan <br />Map for the area being discussed. <br /> <br />Commission Action: <br /> <br />Motion to recommend the Commission recommend to City Council that a miniIrium of a 35' <br />foot corridor be retained for trail purposes on an alignment that minimizes tree loss and <br />maintains a grade of less than 5 % betweeu.
