<br />Associate Planner Gladhill reported the City of Ramsey has engaged the services of Hakanson <br />Anderson Associates, Inc. to assist the City in replatting two parcels in the Sunfish Lake <br />Business Park Addition and Sunfish Lake Business Park 2nd Addition. The subdivision is needed <br />in order to accommodate an expansion facility for Panther Precision. <br /> <br />Associate Planner Gladhill advised that Panther Precision is seeking to construct a second facility <br />adjacent to the existing facility, which will require a minor subdivision. They are proposing one <br />access onto Sunwood Drive and the flag lot design will provide a secondary access to Azurite. <br /> <br />Associate Planner Gladhill explained that park dedication,' trail dedication, stormwater fees, <br />sanitary sewer trunk charges, and water trunk charges will be addressed through a TIF Agreement <br />with Panther Precision. <br /> <br />Dennis Sharp, Sharp & Associates, explained they are constructing the building for Panther. <br /> <br />Chairperson Nixt asked Mr. Sharp if he has read the staff review letter and had any comments or <br />objections. <br /> <br />Mr. Sharp stated he read the staff review letter and has no objections. <br /> <br />Commissioner Van Scoy asked about Outlots A and B and if it will be a pond and Mr. Gladhill <br />advised that Outlots A and B will be totally encumbered for stormwater and not buildable. <br /> <br />The Planning Commission had no further comments. <br /> <br />Case #2: <br /> <br />Request for Site Plan Review; Case of Sharp & Associates, LLC <br /> <br />Associate Planner Gladhill explained that Panther Precision currently owns a manufacturing <br />facility in the City of Ramsey and is looking to expand into a second facility on the adjacent lot. <br />The site is proposed to be approximately 2.2 acres in size upon platting and located in the E-l <br />Employment District. The uses listed are acceptable to the City. <br /> <br />Associate Planner Gladhill advised the building is proposed to be about 25,000 square feet in <br />size, with a future expansion of 10,080 square feet. Once constructed, the site will have a <br />building coverage of about 26% (37% with the future expansion), which is under the Code <br />allowance for coverage up to 45%. The submitted site plan also conforms with all building and <br />parking setbacks. He noted that two points of access, with a flag lot, are being proposed. There <br />is sufficient parking and they will be required to show proof of parking for one space. <br /> <br />Associate Planner Gladhill stated the site plans are generally acceptable with changes noted in <br />the staff report. Staff has been working with the applicant to shift some additional plantings onto <br />the Outlot. The building is proposed to be constructed of pre-cast rib panels with smooth <br />architectural accents. Staff finds this plan to be acceptable and recommends approval of the site <br />plan request, contingent upon conformance with the City Staff Review Letter dated August 1, <br />2008. <br /> <br />Planning Commission / August 7, 2008 <br />Page 3 of 10 <br />
