<br />Chairperson Nixt asked Mr. Sharp if he had read the August 1, 2008 staff letter and had any <br />comments or objections. <br /> <br />Mr. Sharp stated he has reviewed the letter and they will agree to irrigate the site. He advised <br />their civil engineer is Hakanson Anderson who is working with staff to provide answers to their <br />questions. <br /> <br />ChaifJ?erson Nixt asked if there are renderings of the proposed building. <br /> <br />Mr. Sharp stated the buildings will appear to be identical. <br /> <br />Motion by Commissioner Van Scoy, seconded by Chairperson Nixt, to recommend that City <br />Council approve the site plan, contingent upon conformance with the City Staff Review Letter <br />dated August I, 2008, and modification of the site plan to reflect platting of the driveway access <br />to Azurite. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Van Scoy, Brauer, Cleveland, <br />Hunt, and Rogers. Voting No: None. Absent: Commissioner Levine. <br /> <br />Case #3: <br /> <br />Presentation of Final Report from the Ramsey3 Committee <br /> <br />Joe McDilda, Ramsey3 Steering Group Member, provided a presentation of the Ramset final <br />report and explained the objectives. He stated this has been a ongoing process over the last three <br />years, not something contrived or done rapidly. Rather, it took thousands of hours and included <br />resident input. He explained the Ramset Committee started out with volunteer citizens who <br />looked at original land use maps being discussed by the City in 2005. The Committee asked if <br />there werebther options to - consider. That is what started this process. During discussion, <br />Ramsey3 came up with variations to the plans and learned it would be important and instrumental <br />to work in cQnjunction with City staff who generate the information for the Comp Plan. At that <br />time, Ramset lobbied with City staff to develop a partnership. As they looked at how to do this <br />process, they came up with a plan that included several phases but was far outside anything the <br />City would be able to fund. The Committee pulled together proposals and submitted a grant <br />application to the McKnight Foundation. Ramsey was approved for this grant in 2006. <br /> <br />Mr. McDilda explained that Ramsey3 stands for the three phases involved to develop <br />recommendations to the City, Commissions and Council. The First Phase was to educate and <br />bring up people's base level understanding about available options related to land use and <br />zoning. The Second Phase was to outline what residents thought were the critical issues in <br />Ramsey. The process used was Open Space Technology (OST) by Michael Herman who held <br />several sessions with the Ramset Committee that was opened to all residents. That session <br />brought together a group of people who listed what they believed were the critical issues. Then <br />the Ramsey3 Committee met as a group to discuss why they are critical issues and what can be <br />done to help the City address and solve them. The Committee gathered those thousands of <br />comments, which became the foundation of Phase Three, the visioning process.
