<br />wanted to come up with a check list, to be used as an evaluation tool, so that as the Comp Plan is <br />looked at and new development applications or Code amendments are considered, the City can <br />look at the check list generated from the values of residents as a point of evaluation. <br /> <br />Mr. McDilda read the Ramsey3 vision: "Without compromising private property rights and needs <br />of future generations, Ramsey will evolve through citizen driven, collaborative processes that <br />respect the balance of connectivity between its unique urban, rural and natural environments." <br /> <br />Mr. McDilda presented the value statements from which the checklist was derived. One values <br />statement is to encourage walkability through pedestrian friendly neighborhoods and <br />transportation. <br /> <br />Mr. McDilda stated another value statement is to maintain landowner rights. The next value <br />statement is to involve all citizens in decisions. <br /> <br />Mr. McDilda read additional value statements to embrace a people-centered, long-term <br />perspective that nurtures neighborhood and community interactions, and to preserve unique <br />natural resources for the community and its current residents. The final value statement is to <br />attract and sustain businesses that are important to the metro community and specifically to <br />Ramsey residents. <br /> <br />Mr. McDilda explained how the checklist guide for zoning alternatives and future planning was <br />developed from the comments received. The first guide relates to CommerciallEconomic <br />Development and the second to Environment. The third guide, Transportation, emphasizes the <br />need to continue to address what it would take to enhance both vehicular and non-vehicular <br />transportation in Ramsey. The fourth guide is Administration, looking at whether there is <br />potential or desire to look at existing zoning policies to see if they reflect the values identified <br />and if not do we want to put a plan in place that would change them. The fifth guide, Public <br />VisioninglInvolvement, is something that Ramset heard loud and clear from Ramsey residents. <br />The sixth guide, Residential Development, acknowledges it is not at the same feverish pitch but, <br />at some point in time, it will start again and as that occurs, what type of development does <br />Ramsey want to focus on. <br /> <br />Mr. McDilda presented the Ramset Recommendations and Timing. He stated there will be a <br />joint Worksession on August 12,2008 with the City Council and these points will be considered. <br />He stated that he hopes, as we look at the visions and checklist, that the Planning Commission is <br />willing to make a recommendation to the City Council that this is something that appears to have <br />merit, is well thought out, includes a lot of resident and citizen support in Ramsey, and is <br />something that should be adopted by the City Council. <br /> <br />Mr. McDilda stated Ramsey is in the process of drafting a Comprehensive Plan through a <br />consultant agency. Their second recommendation is to incorporate the values, guidance and <br />checklist into the 2008 Comprehensive Plan. <br /> <br />Planning Commission / August 7, 2008 <br />Page 5 of 10 <br />
