Mr. McDilda stated the third recommendation is to put together a plan to evaluate current
policies to see if they can be made better and potentially bring about change.

Mr. McDilda acknowledged members of the Ramse1 Steering Group that he served with: Will
Thompsen, Sarah Strommen, and Ralph Brauer; and the Ramse1 Visioning Team: Melody
Shyrock, Jim Overtoom, Al Pearson, Ryan Hunt, Bob Ramsey, John Enstrom, Colin McGlone,
Jim Steffen, Ralph Hunt, Bob Benz, and Dan Markel as' a consultant. He also acknowledged
City staff members: Kurt Ulrich, Amber Miller, Tim Gladhill and Sylvia Frolik; and past staff
members Pat Trudgeon and Breanne DaInes. He also extended his appreciation to residents of
Ramsey who were involved and provided input.

Commissioner VanScoy asked if an action is being requested or is the presentation informational
only.

Mr. McDilda stated he would like the Planning Commission to make a recommendation that this
information be part of the discussion for the August 12, 2008, City Council/Planning
Commission Joint Worksession.

Chairperson Nixt asked how Ramsey and staff have received the results of the Ramsey3 process
so far. He also asked whether the values and conclusions have been acknowledged or completely
ignored by staff and outside consultants.

Assistant Community Development Director Frolik stated staff has been working with
consultants and were waiting for the culmination of Ramse1 to come up with vision and values,
and for the Council to draft City goals. That will be the basis for the Comprehensive Plan. She
stated the Planning Commission and City Council will be presented with three alternative land
use scenarios on which to base the Comprehensive Plan. It will be up to the Planning
Commission and City Council to determine which scenario to select.

Chairperson Nixt stated in light of materials distributed yesterday to address the discussion items
for the August 12, 2008 Joint Worksession, he would ask what, if any portion, of the Ramsey3
work has been reflected in the land use plans specifically and incorporated or rejected.

Assistant Community Development Director Frolik stated they have addressed neighborhood
centers and walkability, but first need to come up with land use scenarios the Council and
residents want to move forward. Then the other issues will come together.

Chairperson Nixt asked if the Ramse1. process is directed to give optimal guidance on the land
use plan.

Assistant Community Development Director Frolik stated that is correct, through the values and
checklist statements.

Chairperson Nixt asked if the City's consultant used the Ramse1 information in developing the
City's Comp Plan. He asked why the Planning Commission would make a recommendation to

Planning Commission / August 7, 2008
