Human Resources Manager Kone' stated that the IT increase comes from the tape library for
equipment needed to back up video from the police squads.

IT Manager Busch stated that currently, the City does not back up the police videos, so if
something were to happen, the City would have no way of getting this video back. He stated that
currently there is 410GB which fills up fast and this would add 2,000 GB so more data will be
able to be saved.

Councilmember Strommen arrived at the meeting.

Councilmember Olson asked how long that amount of memory would be good for.

Captain Dwyer stated that the cars have 4 GB cards right now, which is over 2 hours of time, if
the cameras were to run continuously.

Councilmember Olson asked how long the City stores this video.

Police Chief Way stated that because it is evidence, there is no set time, but ideally they would
be kept 3 years and he would like to even have them for 7 years.

Councilmember Dehen arrived at the meeting.

IT Manager Busch sated that there will be a nightly back-up that is saved for 30 days.

Captain Dwyer stated that the storage cards are temporary storage and are very expensive. He
stated that they don't even let the officers take them out of the cars themselves.

IT Manager Busch stated that having them in a tape library system is a much more efficient way
to store this data.

Police Chief Way stated that it takes the human factor out and will still be done, even if IT
Manager Busch is on vacation, without someone having to remember to do it.

Councilmember Dehen asked if there was a way to cooperate with other area departments so
everyone is not standing alone and having to reinvent the wheel every time.

Police Chief Way stated that there are other services that Ramsey shares with other cities, for
example the server in Coon Rapids. He stated that, however, this video back-up is evidence and
the City needs to be in control.

Councilmember Dehen asked if this was video of people injail, for example, in the "drunk tank".
IT Manager Busch stated that video is different and this is just for the squad car video. He
reiterated that this video is currently not backed up and if something were to happen; there would
be no way of getting this evidence back.

City Council Work Session I Monday, August 18, 2008
Page 2 of 12
