<br />Councilmember Dehen stated that he felt the officer on duty would know whether or not the <br />video was valuable and should be saved. <br /> <br />Police Chief Way stated that the officers would not know because some of the most minor traffic <br />stops are the ones that people will call about and make a complaint. <br /> <br />Mayor Gamec stated that having this videotape can also save officers a lot of time in court. <br /> <br />Captain Dwyer stated that Elk River is currently working on a retention policy for how long to <br />keep certain videos. He noted that, for example, they will be keeping their normal traffic stop <br />videos for 90 days. <br /> <br />Councilmember Olson asked how labor intensive it is to go through and pick out what video to <br />keep and what not to keep. <br /> <br />Captain Dwyer stated that it is extremely labor intensive, however, the new cameras will make it <br />easier for the video to be tagged as to what kind of video it is, which will help this process in the <br />future. He stated that video is a very valuable tool because at least a few times a week people <br />will call with complaints. He stated that there is only one car that doesn't have video right now <br />and having the video has many times saved officers and also has helped if a mistake has been <br />made. <br /> <br />Councilmember Olson asked if the back up files will be co '-located with the original files. <br /> <br />IT Manager Busch stated that he has different locations where the back-up files are located. <br /> <br />Human Resources Manager Kone' stated that the Mayor and Council budget is proposed for a <br />$1,450 increase over the 2008 budget and the increase is primarily in dues. <br /> <br />Mayor Gamec stated that he thinks the increase in dues is related to population increases. <br /> <br />City Administrator Ulrich stated that Human Resources Manager Kone' is working on a salary <br />survey of the surrounding communities with relation to Council salaries which should be <br />completed in a few weeks. He stated that if the salary is changed, it would need to be adopted <br />prior to the general election. <br /> <br />Human Resources Manager Kone' stated that for the Boards and Commissions budget, minute- <br />taking is the largest portion of these budgets. <br /> <br />Councilmember Dehen asked if the City had the ability to use some other technology other than <br />. having someone at the meetings that summarizes what the Council is saying, such as a voice <br />activated system. <br /> <br />Mayor Gamec stated that there has been a lot of discussion on this issue and he feels that, <br />technically, the only important part of the minutes is the motions, and the discussion doesn't <br />really matter. <br /> <br />City Council Work Session / Monday, August 18,2008 <br />Page 3 of12 <br />
