<br />City Administrator Ulrich stated that in Moundsview their meetings were webstreamed and the <br />minutes were taken from the broadcast. He stated that this saved a little bit of money in set up <br />costs of having someone actually sit at the meetings. <br /> <br />Human Re.sources Manager Kone' stated that the Administration budget shows a decrease of <br />about 11.23%, which is $12,000. She stated that this is because of a significant reduction in <br />professional services. She noted that the Election budget is small and is just $525, which is a <br />decrease from 2008 of 76%. <br /> <br />Mayor Gamec asked if the City had all the new updated voting equipment. <br /> <br />Finance Officer Lund stated that it keeps getting deferred, so the City does not have all the <br />equipment yet. <br /> <br />Human Resources Manager Kone' stated that Building Maintenance has a proposed 10% <br />decrease, mostly due to a decrease in the cleaning contract. She stated that the City has a <br />cleaning contract with Carlson Building Services, which is the second contract that the City has <br />had since it has been in the building. She stated that their service has been lukewarm and staff is <br />proposing that the City terminate the contract and hire a part-time employee that would just <br />perform cleaning services. She stated that the contract expires in October and staff plans to bring <br />this to the next Council meeting for authorization to terminate this contract and hire a part-time <br />employee effective November 1, 2008. She stated that staff is proposing that the remaining <br />amount that would have been paid for the contract in 2008 be used to pay for the part-time <br />employee. <br /> <br />Councilmember Dehen asked ifthis meant that Don couldn't do what the City needed him to do. <br /> <br />Human Resources Manager Kone' stated that Don is a full time employee who works evenings, <br />but he also does maintenance. She noted that the cleaning service was supposed to clean 3 days <br />a week, so the City needs someone to cover the cleaning portion of the work. <br /> <br />Mayor Gamec asked if the City owned all the necessary equipment for cleaning. <br /> <br />Human Resources Manager Kone' stated that the City does have all the janitorial equipment <br />needed. <br /> <br />Finance Officer Lund stated that the General Government Building portion of the proposed <br />budget includes the ramp agreement with R TC, which includes electric and elevator <br />maintenance. She stated that she expected the amount for 2009 to be about $35,000. <br /> <br />Councilmember Dehen asked if the R TC portion is unpaid. <br /> <br />Finance Officer Lund stated that in 2007, the RTC portion was paid with the $3 million Letter of <br />Credit and noted that the contract states that the funds cannot be assessed.
