City Administrator Ulrich stated that in Moundsview their meetings were webstreamed and the minutes were taken from the broadcast. He stated that this saved a little bit of money in set up costs of having someone actually sit at the meetings. Human Re.sources Manager Kone' stated that the Administration budget shows a decrease of about 11.23%, which is $12,000. She stated that this is because of a significant reduction in professional services. She noted that the Election budget is small and is just $525, which is a decrease from 2008 of 76%. Mayor Gamec asked if the City had all the new updated voting equipment. Finance Officer Lund stated that it keeps getting deferred, so the City does not have all the equipment yet. Human Resources Manager Kone' stated that Building Maintenance has a proposed 10% decrease, mostly due to a decrease in the cleaning contract. She stated that the City has a cleaning contract with Carlson Building Services, which is the second contract that the City has had since it has been in the building. She stated that their service has been lukewarm and staff is proposing that the City terminate the contract and hire a part-time employee that would just perform cleaning services. She stated that the contract expires in October and staff plans to bring this to the next Council meeting for authorization to terminate this contract and hire a part-time employee effective November 1, 2008. She stated that staff is proposing that the remaining amount that would have been paid for the contract in 2008 be used to pay for the part-time employee. Councilmember Dehen asked ifthis meant that Don couldn't do what the City needed him to do. Human Resources Manager Kone' stated that Don is a full time employee who works evenings, but he also does maintenance. She noted that the cleaning service was supposed to clean 3 days a week, so the City needs someone to cover the cleaning portion of the work. Mayor Gamec asked if the City owned all the necessary equipment for cleaning. Human Resources Manager Kone' stated that the City does have all the janitorial equipment needed. Finance Officer Lund stated that the General Government Building portion of the proposed budget includes the ramp agreement with R TC, which includes electric and elevator maintenance. She stated that she expected the amount for 2009 to be about $35,000. Councilmember Dehen asked if the R TC portion is unpaid. Finance Officer Lund stated that in 2007, the RTC portion was paid with the $3 million Letter of Credit and noted that the contract states that the funds cannot be assessed.
