<br />Mr. Altena reiterated that regulation does not prevent tournaments, it may change them, but it <br />doesn't stop them from happening. He stated that the idea of exemptions is a totally separate <br />Issue. <br /> <br />Mr. Hammer stated that he believes in education, not regulation. He stated that fishing licenses <br />purchased were down 4% this year, which translates to around 38,000 licenses. He stated that <br />the regulation book is about 1/3 full of special regulations and feels you had better have a <br />measuring stick or a lawyer in your boat with you. <br /> <br />City Administrator Ulrich reminded people about the public meeting on September 18, 2008 in <br />Anoka. He asked if the Council would like to consider a resolution regarding this proposed <br />regulation or just leave it alone. <br /> <br />Mayor Gamec stated he didn't think there should be a resolution, but that each individual <br />Councilmember can attend the meetings and speak up. <br /> <br />Councilmember Look stated that he is in favor of a resolution and each Councilmember can <br />weigh in as they see fit. <br /> <br />Councilmember Strommen stated that she is not in favor of a resolution unless the City holds <br />extensive public comment sessions because she doesn't think it is appropriate for the seven <br />Councilmembers to give an opinion for the City without this input. <br /> <br />Councilmember Dehen suggested that the Council can attend the meetings and hear what the <br />constituents have to say and possibly consider a resolution after the public meetings. <br /> <br />2) The Regulation of Non-Domestic Animals <br /> <br />Community Development Director Miller stated that recently the City was following up on a <br />zoning issue and found a property owner had over 30 chickens and a turkey on a 2.5 acre lot. <br />She stated that the current code doesn't allow farm or non-domestic animals on parcels under 3 <br />acres. She stated that staff has discussed possibly loosening the restrictions and allowing <br />residents to have non-domestic animals in limited numbers on lots smaller than 3 acres. <br /> <br />Councilmember Strommen stated that she and Councilmember Look have also had a request <br />from a resident for the City to consider this. <br /> <br />Community Development Director Miller stated that she would also like the Council to consider <br />beekeeping because this is not addressed under our current code. She stated that this issue <br />typically comes up a few times a year. She stated that staff felt the City may want to consider <br />allowing beekeeping because of the colony collapse disorder. She reviewed some of the <br />questions that Council should consider if it would like to change the existing regulations. <br /> <br />Councilmember Dehen asked how wide spread the issue of people keeping chickens is in the <br />City. <br /> <br />City Council Work Session /September 2, 2008 <br />Page 5 of8 <br />
