<br />Assistant Community Development Director Frolik stated that after dogs, there are the most <br />inquiries about having chickens and geese. <br /> <br />Councilmember Strommen stated that she feels there is a pretty strong interest in people having a <br />few chickens to be able to have fresh eggs. <br /> <br />Community Development Director asked whether the Council would like to require enclosures. <br /> <br />Police Chief Way stated that this has been a pretty big issue. <br /> <br />Mayor Gamec stated that he knows there have been a few chickens wandering loose that have <br />been killed on Alpine Drive and County Road 5. <br /> <br />Councilmember Olson asked what has been the source of complaints with people having <br />chickens, whether it was noise or that the chickens were loose. <br /> <br />Community Development Director Miller stated that the complaints have been about chickens <br />running loose and roosters making noise. She stated that the manure issue will also need to be <br />addressed and noted that most places that allow chickens say the manure has to be removed from <br />the property within a week. <br /> <br />Councilmember Dehen asked how this kind of thing would be enforced. <br /> <br />Community Development Director Miller stated that it would have to continue to be complaint <br />based. She reviewed the codes for Anoka and East Bethel. <br /> <br />Mayor Gamec stated that he thinks keeping the limit to 3 acres would be fine, but thinks they <br />should be required to have the chickens in a covered, outdoor structure that is fenced in so they <br />aren't wandering into yards or traffic. <br /> <br />Councilmember Jeffrey stated that he has had a few conversations on this topic lately and <br />residents have expressed concern about people putting the coops near the back of their property. <br />He asked if the City could have a requirement that the coop be, for example, 15 feet from the <br />household, so people will be forced to take care of it. <br /> <br />Community Development Director Miller stated that this could be done or there could be <br />language that states the structure must be a minimum of 50 feet from any adjacent residential <br />structure. She stated that there could be a scale of setback distances for smaller lots. <br /> <br />Mayor Gamec asked if the Council wanted to stay with the 3 acre limit. <br /> <br />Councilmember Strommen stated that she thinks that smaller lots should be allowed with certain <br />limitations. <br /> <br />City Council Work Session /September 2,2008 <br />Page 6 of8 <br />
