IP 08-33 Ute Street Paving <br />An infoanmatianal meeting was held on Wednesday, September 1 Ott" and was attended by 8 of the <br />11 benefitted property owners. Written corta,rnents are attached including a letter from one <br />resident who was not in attendance. The following concerns were expressed; <br />~ -The location of the proposed roadway within the right of way was a significant concern <br />to the residents as was the property rights. associated with the raadway and access <br />easements. The study proposes placing the roadway within the center of the right of way. <br />Staff learned that. residents were aware of the location of several property corners which <br />will be located at the earliest opportunity so that residents can visualize location of the <br />proposed widened roadway and cul de sac bulb, <br />• .There was concern regarding the proposed widened roadway width to 28 feet. Several <br />praperies are located relatively close to the existing street and the proposed location <br />would decrease the separation. <br />The 28 foot width is four feet less than is required for view residential roadways to <br />encourage paving of dirt roadways. Under certain conditions such as encroaching snow <br />banks and parked vehicles narrow roadways cart present access difficulties for larger <br />emergency vehicles. "his is particularly problematic fr~r struts having only a single <br />access such as Ute Street. Should a reduction in street width be considered corrimerzts <br />from public safety oj~cial should be solicited and specij~c criterion should be established <br />so that a reduced street width does not become a new standard, <br />• Concerns were raised. relative to the proposed location of the storm sewer outfall to <br />Rogers Lake being at a high point on the raadway and of drainage concerns for the <br />property located at 4947 179th Lane. <br />Staff will investigate an alternate location for the outfall to Rogers Lake and will also <br />extend storm water inlets into both of the corner properties at 179`h Lane to provide <br />better drainage for these two lots. <br />Financial Impact: <br />The funding for these projects is anticipated as follows; <br />Project <br />08-31 Chameleon Street <br />08-33 Ute Street <br />08-34 151 & 152nd Aves & Fluorine St <br />Total <br /> Total Assessable Clty <br />Proj"ect Cost Cost Cost <br />$ 325,306 $ 150,357 $ 150,957 $ <br />S 197,990 S a~,723 $ 49,723 $ <br />$ ~5~,ss1 5 116,278 $ 146,278 5 <br />$ 881,127 $ .318,958 $ 346,95$ $ <br />Storm VNater <br />utlllty cost <br />~~+~~~ <br />98,544 <br />95,276 <br />217,218 <br />The City is anticipated that sufficient funds will be available for only two of these Three projects.. <br />Should all three of these projects advance to the point of being eligible to be ordered by the-City <br />Council, project funding should be based upon the order in which the petitions were received. In <br />such a case IP 08-34 would be delayed unti12010. It is recommended that another public hearing. <br />be held if this occurs to assure continued support for the project.. <br />3 <br />
