<br />July 9, 2008 <br /> <br />8001 171 st Lane NW <br />Ramsey, MN 55303 <br /> <br />City Hall City of Ramsey <br />7550 Sunwood Drive NW, <br />Ramsey,MN 55303 <br /> <br />RE: Application for a Conditional Use Permit for Five Dogs <br /> <br />City of Ramsey PlanningCoi.nmission: <br /> <br />The purpose of this letter is in response to the Notice 'of Public Hearing dated 27 <br />June 2008 regarding the public hearing scheduled on 10 JulY,2008 concerning the <br />application for a Conditional Use Permit by Lyllette Randall whose residence is at 7960 ' <br />171st Lane NW. The Randall's property is located directly, across the street frpm ours. <br />When the Randall's moved into our area, they 'had' a large dQg that was kept on a tie-out <br />at all times because ifnot, he runs away and usually has to be searched for by car and <br />brought back. His barking is annoying but I have not felt the need to complain. <br /> <br />Last fall my wife and I 'were introduced to their newly acquired dachshund by :Mrs. <br />Randall which happened to be given to her from an acquaint~nce that had been having <br />some problems with the dog. :Mrs. Randall has a 89ft heart for animals and took the dog <br />in. However, for so~e reason during the winter that particular dog eventually was <br />replaced and four additional dogs were brought into the home. Although it was winter, I <br />was concerned about what spring would bring. My wife, Carole, spoke'with Mr. Randall <br />when they both happened to be outside shoveling snow, and he commented on the dogs <br />that had been brought into their home. I had been talking to Carole regarding my concern <br />about the dogs running free, so she then asked Mr, Randall if the dogs were tied up when <br />outside and he said, "No." At that time, we both were cone,erned about the dogs urinating <br />on our flowers by the mailbox. It seems Mrs. Randall felt badly about the dogs' <br />prognosis (one or two were to be euthanized), so she brought them into her home. One of <br />the dogs was a product of one person's being incarcerated. That person's daughter could <br />not care for the dog, so :Mrs. Randall took that dog in too. So now there are five dog$ in <br />total. ' <br /> <br />The larger dog'is always on a tie-out or a leash. Two of the four smaller dogs are <br />olily on a leash when taken for a walk. I have noticed that two dogs (the dachshunds) are <br />not walked, possibly because they appear to be too aggressive. Three of the smaller dogs <br />tend to wander off-especially the two dachshunds. Those two dogs aggressively come <br />charging across the street and up our drive way or front Yard, depending on where we <br /> <br />, -198- <br />
