CASE #

8

REQUEST FOR SITE PLAN AfPROV AL OF
SAINT KATHARINE DREXEL CATHOLIC CHURCH;
CASE OF ST. KATHARINE DREXEL CATHOLIC COMMUNITY
By: Sylvia Frolik, Asst. Community Development Director

Background:

On September 5, 2008, the City received an application for final site plan approval from Saint
Katharine Drexel Catholic Community to develop a 10,000 square foot church on the property
located generally on the northwest comer ofVariolite Street and 161st Avenue N.W.

The following items are enclosed for your information:

a:) Site location map
b) Site plan submittals
c) Building elevations
d) Planning Commission meeting minutes dated April 3, 2008
e) City Council work session minutes dated May 6, 2008
f) City Staff review letter dated September 17, 2008
g) Proposed Development Permit

Notification:

Site Plans do not require a public hearing, but the City attempted to notify property owners
within 700 feet of the subject property.

Observations:

The overall property is approximately 37 acres in size and is being platted to create a 4.5 acre lot
for the development of the church; the remainder of the property will be platted as outlots. The
site is currently vacant, and is bounded on the east by Variolite Street, to the south by 161st
Avenue, to the north by large-lot single family development, and to the west by Central Park. In
addition to the minor subdivision, the development project requires a conditional use permit for a
church in a single family residential zone, and a comprehensive plan amendment to include the
property in the urban service area so that it may be serviced with sanitary sewer and municipal
water.

The applicant is requesting approval of a site plan to construct a 10,000 square foot, slab on-
grade church. Access is being proposed from 161 st Avenue. Due to the amount of cars
anticipated to be entering and exiting this site during peak times, two accesses are recommended.
As a result of discussions at the May 6 City Council work session, it was agreed that both
accesses could be within the boundaries of Lot 1. However, in the event further development
occurs to the west on Outlot B, Staff is recommending that the access nearest the intersection of
161st AvenueN.W. and Variolite Street N.W. be eliminated. The eliminated access can be
replaced with one that aligns with Xenolith Street N.W. on the south side of 161t Avenue. Or,
the replacement access can tie into any. northerly extension of Xenolith Street N. W. that may
occur as a result of future development. .

~255-
