<br />CASE # <br /> <br />8 <br /> <br />REQUEST FOR SITE PLAN AfPROV AL OF <br />SAINT KATHARINE DREXEL CATHOLIC CHURCH; <br />CASE OF ST. Community Development Director <br /> <br />Background: <br /> <br />On September 5, 2008, the City received an application for final site plan approval from Saint <br />Katharine Drexel Catholic Community to develop a 10,000 square foot church on the property <br />located generally on the northwest comer ofVariolite Street and 161st Avenue N.W. <br /> <br />The following items are enclosed for your information: <br /> <br />a:) Site location map <br />b) Site plan submittals <br />c) Building elevations <br />d) Planning Commission meeting minutes dated April 3, 2008 <br />e) City Council work session minutes dated May 6, 2008 <br />f) City Staff review letter dated September 17, 2008 <br />g) Proposed Development Permit <br /> <br />Notification: <br /> <br />Site Plans do not require a public hearing, but the City attempted to notify property owners <br />within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />The overall property is approximately 37 acres in size and is being platted to create a 4.5 acre lot <br />for the development of the church; the remainder of the property will be platted as outlots. The <br />site is currently vacant, and is bounded on the east by Variolite Street, to the south by 161st <br />Avenue, to the north by large-lot single family development, and to the west by Central Park. In <br />addition to the minor subdivision, the development project requires a conditional use permit for a <br />church in a single family residential zone, and a comprehensive plan amendment to include the <br />property in the urban service area so that it may be serviced with sanitary sewer and municipal <br />water. <br /> <br />The applicant is requesting approval of a site plan to construct a 10,000 square foot, slab on- <br />grade church. Access is being proposed from 161 st Avenue. Due to the amount of cars <br />anticipated to be entering and exiting this site during peak times, two accesses are recommended. <br />As a result of discussions at the May 6 City Council work session, it was agreed that both <br />accesses could be within the boundaries of Lot 1. However, in the event further development <br />occurs to the west on Outlot B, Staff is recommending that the access nearest the intersection of <br />161st AvenueN.W. and Variolite Street N.W. be eliminated. The eliminated access can be <br />replaced with one that aligns with Xenolith Street N.W. on the south side of 161t Avenue. Or, <br />the replacement access can tie into any. northerly extension of Xenolith Street N. W. that may <br />occur as a result of future development. . <br /> <br />~255- <br />
