We offer the following comments: <br /> <br />General: The site plan is proposing the development of a 10,000 square foot church on Lot 1, Block <br />1 of the proposed plat of Saint Katharine Drexel Catholic Church. There is also a comprehensive <br />plan amendment being processed to include the subject property in the urban service area, a <br />conditional use permit for a church in the R-l Residential District, and a minor subdivision platting <br />the property to be developed. Staff is. utilizing the B-1 Business District as a basis for reviewing the. <br />site plan since the nature of the proposed use is more intense than what would normally be expected <br />in a single family district. <br /> <br />Zoning: The site is zoned R-l ResidentiallRural Developing, and religious institutions are a <br />conditionai use within this district. Currently, the property is not eligible to be developed with. <br />municipal water and sanitary sewer. The development proposal includes a comprehensive plan <br />amendment to extend the urban service area to include the $.ubject property. If the Metropolitan <br />Council approves the comprehensive plan amendment, the.property will be rezoned to R-l MUSA. <br /> <br />Building Coverage: The proposed Final Plat indicates that Lot 1 will be 4.5 acres in size. The Site <br />Plan (Sheet Al.1) indicates that the lot size is 3.6 acres; this discrepancy must be.corrected. City <br />Code restricts building coverage to 35% of the lot area. Based on the dimensions on the Final Plat, <br />the proposed building coverage is 5.1 % and conforms to City Code. <br /> <br />Setbacks: The required setbacks areas follows: <br />Front yard: 35 feet <br />Side Yard: 10 feet <br />Side Yard Comer: 20 feet <br /> <br />-273- <br />
