<br />Saint Katharine Drexel Catholic Communities - <br />Site Plan Review <br />Septeniber 17, 2008 - <br />Page 20[5 <br /> <br />Rear Yard: 35 feet <br />Off.,street parking and pavement (from ROW): 20 feet <br />Off-street parking and pavement (from residential areas): 35 feet <br /> <br />On the Site Plan Sheet Al.1 prepared by Station 19 and received at the City on August 15, 2008, it is <br />not clearly identified that the proposed building meets the side/comer and. rear yard setbacks from <br />the- east and north property lines of Lot 1. The final site plan must be modified to confltm <br />compliance with the setbacks. <br /> <br />Off-Street. Parking - Spaces Required: City.Coderequires one parking stall for every 3 seats or for <br />every five feet of pew space. The site plan received by the City on August 15, 2008 indicates the <br />potential for 525 seats, including overflow seating; this equates toa requireinent for 175 parking <br />spaces. The site plan proposes 186 parking spaces. <br /> <br />Off-Street Parking - Design: The Grading Plan prepared by Ap.derson Passe Associates indicates <br />_ that the parking area will be surfaced with bituminous pavement. The required B6/12 concrete curb <br />will also be installed along the south and east perimeter of the parking lot. The Site plan proposes <br />the use of bituminous curb along the west edge of the parking lot ill anticipation of future expansions <br />to the west. City Staff will be recommending Council approval of the use of bituminous curb in the <br />areas proposed for future expansion. The parking lot incorporates infiltration areas between the <br />parking bays. A detail of the proposed infiltration area must be included on the plan. <br /> <br />S-ewer and Water Utilities: The development proposes to connect with existing sewer and water <br />services located at the intersection of 161st Avenue and Variolite Street. The sanitary sewer <br />connection must match the existing invert. The 6" watermain must be class 53. The $anitary sewer <br />service must be planned to serve the future building expansions. . <br /> <br />The building will require sprinklers. The fire departinent connection must be located on the building <br />facing the parking lot. The water service must also be sized for the ultimate building size, the City of <br />Ramsey does permit multiple meters where there is a single user of the building. <br /> <br />Stormwater Utilities: The proposed stom drainage system incorporates infiltration basins between <br />the parking bays. The applicant should develop a plan for maintaining the infiltration basins. All of <br />the utilities are shown on the same plan sheet. The construction planS must have separate sheets for <br />sewer/ water and storm sewer. <br /> <br />Drainage and Grading: This project will require a permit from the Lower Rum River Water <br />Management Organization. This permit must be obtained prior t6 building permit approval. <br /> <br />Access: Per the City's request at the time of preliminary site plan review, no direct - access onto <br />Variolite was recoinmended, and two (2) accesses were requested onto 161st Avenue N;W., one of <br />which should align with Xenolith Street N.W. Based on discussions with City Council at their May <br />6, 2008 work session, itwas determined that the two accesses onto 161st within the boundaries of <br />Lot 1 would be acceptable. However, if and when Outlot B develops, the access closest to the <br /> <br />-274- <br />
