<br />Case #5: <br /> <br />Request for Comprehensive Plan Amendment; Case of Saint <br />Katharine Drexel Catholic Community <br /> <br />Assistant Community Development Director Frolik stated that there are representatives <br />present from the church. She noted that the next four cases are part of the church project. <br /> <br />Councilmember Dehen left the Council Chambers at 8:53 p.m. ' <br /> <br />Assistant Community Development Director Frolik stated that the church would like to <br />move the property into R-l to develop a church facility with City sewer and water. She <br />noted that the Planning Commission held a public hearing last April and has <br />recommended approval. <br /> <br />Mayor Gamec noted that all the other cases for the church will have to be contingent <br />upon Met Council approval of the comprehensive plan amendment. <br /> <br />Steve Dufond, Chair of Church Building Committee, appeared before the Council and <br />stated that he could answer any questions the Council may have. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Olson, to adopt <br />Resolution #08-09-192 approving the request and authorizing staff to submit the <br />Comprehensive Plan Amendment to Metropolitan Council, contingent upon plat and site <br />plan approval. <br /> <br />Further Discussion: Mayor Gamec asked if there was a conflict of interest for <br />parishioners to vote on the issue. City Attorney Goodrich stated that there is not, <br />because Councilmembers don't have financial interest in this. <br /> <br />Motion carried. V oting Yes: Mayor Gamec and Councilmembers Strommen, Olson, <br />Elvig, Jeffrey, and Look. Voting No: None. Absent: Councilmember Dehen. <br /> <br />Case #6: <br /> <br />Request for a Conditional Use Permit to Construct a Religious <br />Institutions in an R-l Single Family Residential District; Case of Saint <br />Katherine Drexel Catholic Community <br /> <br />Assistant Community Development Director Frolik stated that R-l zoning allows for <br />churches with a CUP. She stated that the Planning Commission held a public hearing <br />and recommended approval. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson to adopt <br />Resolution #08-09-193 adopting Findings of Fact #0832 relating to the request for a <br />conditional use permit to construct a religious institution in the R -1 Residential district, <br />and adopt. Resolution #08-09-194 approving the request for a Conditional Use Permit to <br />allow for a church in the R -1 Residential District and contingent upon and Met Council <br />approval of the Comprehensive Plan Amendment. <br /> <br />City Council!
