<br />Motion carried. Voting Yes: Mayor Gamec and Councilmembers Jeffrey, Olson, Elvig, <br />Look and Strommen. Voting No: None. Absent: Councilmember Dehen. <br /> <br />Case #7: <br /> <br />Request for Final Plat Approval of Saint Katherine Drexel Catholic <br />Church; Case of Saint Katherine Drexel Catholic Community <br /> <br />Assistant Community Development Frolik stated that the church has submitted an <br />application for a minor subdivision to plat the lot that the church will be built on. She <br />stated that the total property is 37 acres and the lot for the church is 4.5 acres. She noted <br />that they are platting 2 outlots, Outlot B for future expansion and Outlot A will be <br />deeded to the City to satisfy park dedication requirements. <br /> <br />Councilmember Dehen returned to the Council Chambers at 8:57 p.m. <br /> <br />Assistant Community Development Frolik stated that they are dedicating additional right <br />of way on Variolite Street. She noted that this will require. construction of a bituminous <br />trail along 161 st Avenue. She stated that there is a portion of the trail that will have <br />natural materials. She stated that the Planning Commission saw the sketch plan and <br />made comments and was discussed at a May Work Session and the issues raised then <br />have been worked out with church. <br /> <br />Mr. Dufond stated that they are planning to install the natural trail with some help from <br />the Knights of Columbus in Anoka this coming weekend. <br /> <br />Assistant Community Development Director Frolik stated that staff recommends <br />approval, contingent upon Met Council approval of the Comprehensive Plan <br />amendment. <br /> <br />Councilmember Elvig stated that likes everything he sees in the plans, the only thing <br />missing is a ghost plat. He stated that he would like to make the comment that this <br />property adjoins Central Park, which is very important to the City. He stated that Central <br />Park has significant parking and access issues and would like the church to consider <br />keeping in mind the consideration for access at the back of the property when Outlot B is <br />developed. <br /> <br />Mayor Gamec asked if Outlot A was going to be a street. <br /> <br />Civil Engineer II Linton stated that wasn't the plan, it is 66 feet wide so it could be used <br />for a road. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to adopt <br />Resolution #08-09-195 granting final plat approval to Saint Katherine Drexel Catholic <br />Church contingent upon compliance with City Staff Review Letter dated September 18, <br />2008 and the applicants entering into a development agreement with the City and Met <br />Council approval of the Comprehensive Plan Amendment. <br /> <br />City Council / September 23, 2008 <br />Page 18 of21 <br />
