Voting No: None. <br /> <br />Case #8: <br /> <br />Request for Site Plan Approval of Saint Katherine Drexel Catholic <br />Church; Case of St. Katherine Drexel Catholic Community <br /> <br />Assistant Community Development Director Frolik stated that they are planning a 10,000 <br />sq. ft. church with access on 161 st Avenue. She stated that due to traffic at peak times, <br />staff is recommending two access points on 161 st Avenue with no access on Variolite. <br />She stated that when Outlot B is developed, then the access closest to 161 st and Variolite <br />will be eliminated and realigned to match up with Xenolith Street. She stated that the <br />engineering plans have been submitted and reviewed, however, new plans were received <br />yesterday which have not been reviewed yet. She stated that the City has received the <br />final landscape plan and reviewed it today. She stated that it appears that the church is <br />not proposing to irrigate and sod the entire lot and is requesting a waiver from that <br />requirement. She stated that there are also a number of trees scheduled for preservation <br />that would fulfill that requirement but staff is concerned that they will be impacted during <br />construction and would like to work with them, so if they don't survive they would have <br />to be replaced with a tree. She stated that she would like to continue to work with them <br />on the landscape plans, tree preservation and maintenance plan for rain gardens. She <br />noted that staff is looking for direction from the Council on the sod and irrigation <br />requirement. <br /> <br />Councilmember Dehen asked if there has been any policy on granting waivers of sod and <br />irrigation requirement. He asked if the church planned to plant wildflowers. <br /> <br />Mr. Dufond stated that their intention is a rain garden concept to go back to a natural <br />prairie preservation type that would fit in with the site and allow natural infiltration. <br /> <br />Councilmember Dehen asked if the City has any criteria for the plantings. <br /> <br />Assistant Community Development Director Frolik stated that the church should draw up <br />plans and present that to the City. <br /> <br />Councilmember Dehen stated that he sees this kind of request coming more frequently <br />with water shortages and feels it may not be a bad thing to have in a policy so people <br />know what to do. He stated that if the City wants to encourage cutting down on water <br />usage, it should have a plan, because sometimes the installation of prairie grass can be a <br />mess. <br /> <br />Mayor Gamec stated that Brookview did something likes this with wildflowers and he <br />thinks it has been very attractive. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to approve the <br />site plan contingent upon the City Staff review letter dated September 17, 2008 and upon <br /> <br />City Council / September 23, 2008 <br />Page 19 of21 <br />
