Sept. 18, 2008

TO WHOM IT MAY CONCERN:

I am protesting the City of Ramsey's actions in regards to the alleged
special assessment on our property.
John Dehen is my next door neighbor. He has used his position as a
lawyer to cause problems for us for the past seven years. The Ramsey
Ordinance Officer last year was one of his friends, Mr. Chris Anderson. Mr.
Anderson has been so disagreeable that his ordinance duties have been placed
back with the police department.
A year ago, during a "pre-look" of our yard, Police Chief Way came
with Mr. Anderson. Chief Way thought there were a couple of things that he
would like to see out of sight. He said to put them into our storage shed and
everything would be alright. We did everything he said to do and found that he
had lied to us. As a last act of vengence, Mr, Chris Anderson ordered the theft
and destruction of private property. Our storage shed, in our woods, was
destroyed, along with its contents including a 1 year old working washing
machine, windows for remodeling our home and a cradel that my father had
made for me in 1940, which had been promised to my granddaughter.
The pylons on the river bank were being incorporated in a design for
access to the river beach. The DNR said NOT to remove the pylons as they
were helping to stabilize the bank. Because the City of Ramsey felt the need to
dig them out, the bank is now eroding there. Yes, there was landscape fabric at
the water level that was holding the base of the (sugar sand) bank. Now, since
the fabric was removed, there is nothing stopping the erosion.
The City officials came onto our property, seized private property
without proper legal notice, which is a constitutional due process violation as
well as a taking constitutional violation. There was no notice of property removal
by the City, warrent or court signed paper. They just came and took. Now they
have the audicity to charge me for their actions. I am trying to hold onto our
home with my social security money and cannot afford to pay thieves to come
and rob me.

Yes, I do protest the City's actions and assessment.

Sandra Dickson
14760 Bowers Drive
