<br />h) In 2006 the City and four of its agents attempted an illegal and/or unlawful <br />search without a search warrant. Providing a City letter to justify their <br />actions. No Search Warrant had been issued or authorized. (Violating a <br />number of laws and constitutional provisions). <br /> <br />The City took on this activity with full knowledge it was illegal and/or unlawful. <br /> <br />As you should see in this matter the City and/or its agents have a history of disregard for <br />the Constitutions, Charter, laws and have created a hostile environment. <br /> <br />I advise the Council body to Honor, Obey and Sustain the law, stop this abuse of power <br />and limit further liability by dropping these Special Assessments. <br /> <br />Keith Kiefer <br />
