<br />CITY OF RAMSEY Charter Section 8.1 Power to Make Improvements <br />and Levy Assessments. States: <br /> <br />"No assessment shall exceed the benefit to the property. assessed as <br />measured by the increase in the market value of the property assessed .." <br /> <br />The ANOKA County Property records show the subject property Market <br />Value has gone down approximately $12K from yeats 2008 to 2009. <br /> <br />This doesn't show a benefit to the property. <br /> <br />This action is barred for the reasons mention above and if not stopped <br />violates these provisions. <br /> <br />b) Proper notices or itemized invoices have not been received. <br /> <br />c) Notices have been personal served and/or sent disputing the actions. Some <br />of the notices and actions were video taped. <br /> <br />d) In December of 2006 a Court order was issued Continuing the matter for 18 <br />months from January 2007 thru to June 2008. The CITY OF RAMSEY <br />(City) and or its agents were aware ofthis Court case and Court Order and <br />violated the Court Order (Contempt of Court and Constitutional violations). <br />In October Notice was given to the city despite notice the city maliciously <br />violated the law and agreements. This action was theft of private property <br />from private property and land. Though this and other actions the city and/or <br />its agents have entered into a contract with is delinquent in excess of six <br />million dollars. This delinquent account is/has been due on demand. <br /> <br />e) In 2007 the City passed an illegal and unlawful ordinance which includes a <br />provision for Special Assessments. (Violating a number of laws and <br />constitutional provisions). This ordinance was intended to circumvent the <br />Judicial system and lower the burden of proof. This is evidenced by a <br />number of documents. <br /> <br />t) In 2007 the City failed to give notices (Violating a number of laws and <br />constitutional provisions). <br /> <br />g) In 2007 an agent of the City falsely arrested Keith Kiefer and he was jailed <br />for approximately four hours. (Violating a number of laws and <br />constitutional provisions). . <br />
