I due not recognize this as a legal and/or lawful process. I object to the subject Special Assessment proposed and all of the acts leading to the same. All documents and other materials regardless of whether they are public or otherwise by reference are to be incorporated as if attached. I object to the lack of Notice(s) and following due process. I caution this body to cease further illegal and/or unlawful acts. Should this body proceed they should be aware they may personally be held subject to additional civil and/or criminal action. Each member of this body prior to taking office have taken an oath of office to uphold the Constitution of The STATE OF MINNESOTA (Constitution) and prior to each Council Session a pledge of allegiance to the flag of the United States of America. Additionally, This body is bound to uphold the Constitution for the United States of America (Constitution) and the CITY OF RAMSEY Charter. I will touch on a few points regarding this matter which constitute illegal and/or unlawful acts most resent to oldest (this is not to be a comprehensive list additional items will be added as required): a) Tonight's action is barred by CITY OF RAMSEY Charter (Charter), and STATE STATUES, as well as, Constitutional provision like the Takings clause, Due process clause and the provision barring interference with contracts. This action tonight is an attempt to certify a contested Special Assessment. For some of the Council the Charter is to be viewed as the Constitution of the CITY OF RAMSEY.
