ramp is pre-stressed concrete, the costs would run from $3,000 up to $10,000, depending on the
level of the inspection. He stated that there may be ways of receiving assistance to fund these
inspections through the Met Councilor the County. He stated that many of the bigger metro
communities have policies in place for inspections and had them before the bridge collapse.

Councilmember Olson stated that this almost seems like a housekeeping item because the City
has a ramp and needs to take care of it.

Vice-Chair Dehen stated that his problem is that the ramp isn't really used to any degree that
there would be a lot of wear and tear on it. He stated that he doesn't want to inspect the ramp
"just because", but would like an expert to say that the City needs to have it inspected.

City Engineer Jankowski stated that the ramp has been getting more use as the gas prices have
increased and noted that the second level is basically full. He stated that he envisions this
inspection process similar to bridge inspections that have a requirement to be done every year.

Vice-Chair Dehen asked if there was a civil engmeer on staff who could conduct these
inspections.

City Administrator Ulrich stated that there are no civil engineers on staff, but asked if the City
Engineer staff could do the visual inspections.

Assistant City Engineer Himmer stated that the inspections should be conducted by more of a
structural engineer. He stated that there is a certified bridge inspector on staff and suggested that
perhaps the engineering staff could be trained and certified in this type of inspection also.

Vice-Chair Dehen stated that he liked that idea because he didn't want the City to have to
outsource everything.

Councilmember Look stated that there are a few parking ramps proposed for the Ramsey Town
Center and agreed that it may be a good idea to have someone on staff trained to do these
inspections in the future.

Motion by Councilmember Olson, seconded by Vice-Chair Dehen, to recommend to City
Council that a written policy for the periodic inspection of the City owned parking ramps be
prepared; that staff be directed to investigate possible funding sources for the inspections and
direct staff to investigate the possibility of engineering staff becoming certified to conduct the
inspections.

Motion carried. V oting Yes: Vice-Chair Dehen and Councilmembers Olson and Look. Voting
No: None. Absent: Chairperson Elvig.

Case #7:

Cost of Concrete Streets

Assistant City Engineer Himmer stated that staff was investigated the possibility, because of
current oil costs, of constructing concrete streets.
