showed that concrete is still more expensive than bituminous, but Ramsey has the advantage of
having sandy soils that could serve as an adequate sub-base for the concrete. He stated that there
may be applications where concrete streets may be a good alternative for the City to consider,
such as places that already have City sewer and water. He stated that the advantages of concrete
streets are that they are better designed and are 9 ton versus 5 ton; they have a better life span
with less maintenance. He stated that with concrete streets, there is more up front costs, but less
on-going maintenance costs.

Vice-Chair Dehen stated that he sees this as the same concept as the long lasting light bulbs, that
cost more up front, but last longer. He stated that he thinks the City should start considering this
option.

Assistant City Engineer Himmer stated that another consideration should be the currently the
Public Works Department can do some of the paving on its own.

Vice-Chair Dehen stated that he thought this equipment was more for trail paving.

Public Works Supervisor Reimer stated that the equipment can to up to 13 feet wide, but it really
is designed more for trail width.

COMMITTEE INPUT

Fatal Accident on Highway 10

Councilmember Olson stated that in light of the recent fatal accident on Highway 10 near the
driver's license bureau, she would like the Council to consider making the driveways along this
section of Highway 10, right in/right out only.

Assistant City Engineer Himmer stated that this was briefly discussed earlier in the week and he
pulled the police reports for the area. He stated that there were 14 accidents in the area dealing
with crossing the highway since 2000, with 5 or 6 in the last 4 years. He stated that the recent
accident was the only fatality. He stated that MnDot is considering some different signage and
feels that they would support a right in/right out intersection, but the area businesses may not.

Councilmember Olson stated that she would like to have a discussion on this.

Assistant City Engineer Himmer stated that he will put together a case for the next Public Works
Committee meeting.

City Engineer Jankowski noted that the next meeting will be in September.

ADJOURNMENT

Motion by Councilmember Olson, seconded by Vice-Chair Dehen, to close the regular meeting
of the Public Warks Committee.

Public Works Committee / July 15,2008
