<br />Councilmember Dehen stated that he did not ask for this issue to be brought back to the Council <br />tonight. He stated that when he originally brought it to the Council, he wasn't sure it was a <br />Council issue, but since it involved area kids, he felt it was a Council issue. He stated that he <br />also did not have any interest in debating this issue either. <br /> <br />Councilmember Olson stated that rather than just tabling this issue, she would like to see it come <br />for a vote. She stated that she will never be in favor of supporting such a resolution and agrees <br />that the Council should stay out of it. <br /> <br />Councilmember Dehen asked if the case was overturned, what a resolution would do for the <br />City. <br /> <br />City Attorney Goodrich stated that a resolution will not have any impact on what the appellate or <br />district court says. <br /> <br />Councilmember Look asked if a resolution could have any impact on future legislation. <br /> <br />City Administrator Ulrich stated that a resolution could possibly be used to support or oppose <br />legislation in the future. <br /> <br />Councilmember Look stated that he then feels the issue really is a Council issue. He stated that <br />in the last legislative session, an Omnibus education bill, included a language change from <br />"town" to "municipality", however Governor Pawlenty vetoed the Omnibus bill. He stated that <br />he feels it is very likely that this issue will be brought back to the next legislative session and the <br />City will need to make a stand on whether or not the Council wants to state a preference for <br />Ramsey kids. <br /> <br />City Administrator Ulrich stated that this item could be brought back to the regular Council <br />meeting on September 22, 2008 or the Council could wait until the appellate court makes a <br />decision. <br /> <br />Mayor Gamec suggested that this be put on the next agenda. <br /> <br />Mr. DeBruyn stated that in an effort to have everything on the table, he wanted the Council to <br />know that the Omnibus bill passed the house, but did not pass the senate. He stated that he is just <br />asking the Council to follow through and do what they said they would do in April and deal with <br />this after the District Court expressed their position. <br /> <br />Mayor Gamec asked City Administrator Ulrich to put together resolutions for both ways for the <br />September 22, 2008 Council meeting. <br /> <br />Councilmember Strommen stated that this resolution was already tabled, so no new resolutions <br />need to be prepared, it just needs to come back for a vote. <br /> <br />Councilmember Olson asked since there are two Councilmembers involved in this lawsuit if <br /> <br />Council Work Session/September 8, 2008 <br />4of6 <br />
