<br />they are able to vote on this issue. <br /> <br />City Attorney Goodrich stated that issue was previously discussed and it was found that they do <br />not have a conflict of interest and can vote if they choose to. <br /> <br />2) Charitable Gambling Ordinance Discussion <br /> <br />Assistant City Administrator Nelson stated that in mid-2007, the Council made revisions to the <br />Charitable Gambling Ordinance that requires the physical site of an organization headquarters or <br />the business office be located in Ramsey. She stated that the Anoka Hockey Association has <br />contacted the City and expressed a desire to do pull tabs at Jacob's Tavern which is now known <br />as the Penalty Box Bar and Grill. She asked if the Council was interested in loosening the <br />language of the ordinance to open up the funds for organizations that, for example, have a certain <br />number of participants from Ramsey. <br /> <br />Mayor Gamec stated that the Anoka Hockey Association has served a lot of youth that live in <br />Ramsey over the .years. He asked if there was a percentage of participants that were Ramsey <br />residents. <br /> <br />Chris Hedlund of the Anoka Hockey Association stated that during last year's season they had <br />526 participants and 316 ofthose lived in Ramsey. He stated that the business owner of Penalty <br />Box Bar and Grill contacted them to see if they would be interested in participating. <br /> <br />Councilmember Dehen stated that he thinks this is the reality of sports now. He stated that he <br />didn't have to pay for anything when he was in sports, but now the kids have to pay for <br />everything. He stated that he feels anyway the City can support them, he would like to see the <br />Council do it. <br /> <br />Councilmember Strommen stated that she didn't think anybody opposes this and suggested that <br />the Council to try craft some alternate language. <br /> <br />Mayor Gamec stated that he likes the idea of using a certain percentage of Ramsey residents <br />must be involved. <br /> <br />Councilmember Look stated that there are other sports out there besides hockey and asked why <br />the Council wouldn't take a broader approach to include other groups. <br /> <br />Councilmember Strommen stated that she thinks the language will be broad and won't just refer <br />to hockey, but to organizations that have X% of participants that are Ramsey residents. <br /> <br />Councilmember Dehen stated that he would also like to limit the eligible organizations to those <br />in Anoka or Ramsey. <br /> <br />Assistant City Administrator Nelson stated that she will draft language that the percentage be at <br />least 50% Ramsey residents and the organizations be limited to locations in Ramsey and Anoka <br />only <br /> <br />Council Work Session/September 8, 2008 <br />5of6 <br />
