<br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to adopt Resolution #08- <br />08-164 authorizing the execution of the agreement with the State of Minnesota Department of <br />Public Safety for the 2008-2009 participation in the project. <br /> <br />Further Discussion: Mayor Gamec stated that he received calls from SADD and MADD asking <br />. the City to support this partnership. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Dehen,. Jeffrey, <br />Look, and Strommen. Voting No: None. <br /> <br />Case #4: <br /> <br />Authorize Improvement Project 08-30, Skatepark - Alpine Park <br /> <br />Parks Supervisor Elverblood stated that this will be the City's first skatepark. He stated that it <br />will be a concrete plaza style design. He stated that bids were opened last week and the low <br />bidder was North Country Concrete of Ramsey in the amount of $139,797. He stated that this <br />money was included'in the CIP in the amount of $195,000. He stated that the additional funds <br />will provide for parking and access to the west end of the park. . He stated that the case tonight is <br />just for the skatepark components.. He stated that staff will work on others issues related to the <br />park during the winter months. <br /> <br />Councilmember Elvig. stated that he is delighted to see this moving forward and stated that there <br />has been interest in this type of facility since he first ran for Council in 2002. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to approve Resolution <br />#08-08-165, authorizing staff to proceed with the construction of the skatepark for Alpine Park <br />pursuant to the 2008 Parks Capital Improvement program, at a not -to-exceed cost of $139,767. <br /> <br />Further Discussion: Councilmember Look stated that he has heard that other cities have closed <br />. their skate parks. He stated that he has not researched this on his own and stated that he has also <br />gotten feedback from residents that they would like a facility like this. Parks Supervisor <br />. Riverblood stated that he isn't aware of any parks that have closed, but if they have, he suspects <br />it may be due to sound and noise concerns. He stated that the concrete style design isn't as noisy <br />as the other types. of components. He stated that he feels this will be the premier facility in the <br />area. Mayor Gamec asked why Alpine Park was picked over Central Park. Parks Supervisor <br />Riverblood stated that a thorough analysis was done that included looking at easy access, trail <br />connections and complementary uses for the fut4re park site. Councilmember Olson asked if <br />there were any special insurance considerations associated with the skatepark. Parks Supervisor <br />Riverblood stated that since this is considered a Tier 1 facility, there is no special insurance <br />warranted. He stated that they are planning on the recommended advisory signage that boarders <br />should wear the property safety gear. Councilmember Look stated that for the viewing audience <br />he would like to note that the fmancing for this park will be $175,000 from the lawful gambling <br />funds, such as pull tabs, and $20,000 from the T -mobile lease payment for the communications <br />tower. Councilmember Dehen noted that he read that there is a plan to use the lower slab of the <br />concrete for an ice rink and asked if that would damage the concrete.
